Education Cannot Wait (ECW) is the first global movement and fund dedicated to education in emergencies and protracted crises. It was established in 2016 during the World Humanitarian Summit by international humanitarian and development aid organizations, along with public and private donors, to help reposition education as a priority on the humanitarian agenda, usher in a more collaborative approach among actors on the ground and foster additional funding to ensure that every crisis-affected child and young person is in school and learning.

PURPOSE OF THE ASSIGNMENT

The purpose of this consultancy is to operationalize the ECW commitments on inclusive education and disability inclusion as per the Policy Accountability Framework on Disability Inclusion (2022) and the Strategic Plan 2023-2026. The focus of the consultancy will be to ensure alignment of ECW investment windows with the Secretariat commitments for disability inclusion in First Emergency Responses (FERs), Multi-Year Resilience Programmes (MYRPs), and Acceleration Facility (Afs), to strengthen capacities of Secretariat staff on inclusive education and disability inclusion and engage with strategic partners on disability inclusion in EiEPC through the establishment of new collaborations and partnerships. The consultant will work under the guidance of the Gender Manager in the Quality Education team.

Deliverable 1:
Integration of Inclusive education and disability inclusion in the design of ECW investments

  1. Completed orientation sessions conducted online to country partners and inputs to PGI team;
  2. Completed review of FER, MYRP, and AF proposals investments (approx. 20 per year);
  3. Completed field visit to a MYRP country, expected duration of 3-4 days per mission), with a written mission report and action plan submitted to the Gender Manager, within 10 days following return from the mission.

Monitoring

  1. Completed data collection of on disability inclusion in four MYRP countries with a brief report with recommendations on way forward.
  2. Report on progress made in implementation of the Disability Policy Accountability Framework (including tracking of resources allocated through the disability marker in FERs and MYRPs) is completed.
  3. Completed cross-MYRP network webinar developed and facilitated by the consultant on disability inclusion with country partners (estimated duration 1 hour and 30 mn).
  4. Completed review of annual results reports submitted by grantees and inputs shared with M&E team.

To qualify as an advocate for every child you will have… 

  • An advanced university degree (or equivalent) in one or more of the following disciplines: social work, international development, law, social sciences, public administration, or other related fields.
  • A minimum of five years of relevant professional work experience in inclusive education and disability inclusion in education in emergencies and protracted crisis.
  • Understanding of Universal Design concepts and the Washington Group work on disability is essential.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish), particularly French, is desirable.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
