Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Project Context and Scope

The current global youth population marks the largest one in history – currently there are 1.2 billion people aged between 15-24 and numbers are estimated to grow. Young people are also the most mobile social group. People under the age of 30 make up 31 percent of international migrants. Young people on the move are often faced with multiple and interlinked challenges – both for being young and for being migrants. There is a need to recognize and address the specific needs of young people on the move through tailor-made responses.

Young people migrate for various reasons including searching for economic and social opportunities such as education and employment. At the same time, climate change and conflicts are having a detrimental impact on young people’s lives, showcased by the record levels of young people in displacement. IOM as the leading organization on migration is committed to addressing the needs and challenges faced by young people on the move in all its diversity. IOM’s Strategic Plan (2024-2028) underlines the importance of youth and children for IOM’s work, specifically in Objective 1 of saving lives and protecting people on the move, Objective 3 of facilitating pathways for regular migration, as well as within the cross-cutting priorities of equality, diversity and inclusion, and protection-centered approaches. To meet these objectives, there is a need for strengthened data collection and evidence. For this purpose, the International Partnerships Unit (IPU) is leading on the development of thematic position papers on youth and migration, which will be informing the development of the IOM Youth Strategy and Action Plan.

For this consultancy (Category B), IPU is collaborating with MHD in IOM to have a consultant(s) who will support the development of a position paper with a contextual analysis of the current trends, needs and challenges faced by young people in the context of migration, mobility and health, including MHPSS.

Organizational Department / Unit to which the Consultant is contributing:

The IPU is the focal point for IOM’s institutional relationship and overarching liaison with civil society actors and other stakeholders including youth, parliaments, cities, and local authorities. As aligned with the Organization’s strategic priorities, the International Partnerships Unit also supports and coordinate activities on youth engagement. This consultancy will have the consultant(s) also collaborate with MHD as well as liaise and interview relevant units internally in DHRR, CAD, PD, DMPI, DDIPC as well as regional and country offices.

Under the direct supervision of the Associate Migration Policy Officer, and the overall supervision of the Head of the International Partnerships Unit and the Senior Programme Officer, Health Promotion and Assistance in MHD, the Consultant(s) will be responsible to deliver the following outputs:

Core Functions / Responsibilities:

Tasks to be performed under this contract

  • Conduct a comprehensive review and analysis of evidence and data on needs, challenges and opportunities faced by young people in the context of migration and health, including MHPSS.(estimated worktime: 5 days)
  • Deliverable 1: Produce a literature review of available data and evidence on the youth perspective vis-à-vis migration and health.
    • Coordinate and conduct consultations with internal stakeholders for collection of data and evidence. (estimated worktime: 5 days)
  • Deliverable 2: The position paper will be drafted and informed by data collected through a participatory process. IOM’s country and regional level programming address youth issues across several priority thematic areas. Conducting consultations with relevant units internally in CAD, PD, DMPI, DDIPC as well as regional and country offices can help collect data and evidence to inform better targeted policies and practices.
  • Deliverable 3: Produce first draft of the thematic position paper presenting the research andevidence on youth in the context of migration and health. (estimated worktime: 15 days). The paper should be based on a mix of quantitative and qualitative analysis. Initial drafts should be presented for consultation with the supervisor, and for a first round of review internally.
  • Deliverable 4: Produce revised versions based on inputs received for the thematic position (estimated worktime: 6 days)
    • The thematic position paper shall be around 5-6 pages and contain at the minimum:
    • Situational analysis describing key trends and main drivers behind youth migration.
    • Highlight challenges, opportunities and vulnerabilities that young people face, and which arespecific to their age in the context of migration and health.
    • Showcase a few examples and case studies/best practices of IOM and otheragency/NGO/Government programs and projects on this thematic issue
    • Any key recommendations for policy and programming to ensure targeted interventions thataddress the needs of young people on the move.
  • Deliverable 5: One-page summary and a PPt of the position paper.

Performance indicators for evaluation of results

  • Satisfactory completion of tasks indicated in these ToRs;
  • Timely delivery of the tasks as indicated in these ToRs;
  • Quality of the support and inputs provided;

For the position papers, compliance with IOM House Style Manual; IOM Brand Guidelines, IOM Guidelines on Research Report Writing, IOM Spelling List (2018) and IOM Data Protection Principles.

Required Qualifications and Experience:

Education, experience and/or skills required

  • Advanced degree in Public Health, Social Sciences, Migration Studies, or a related field.

Experience

  • Proven experience in conducting research and writing strategic papers, policy briefs, or reports on health and migration issues.

Skills

  • Strong understanding of global and regional youth migration trends and health challenges;
  • Excellent analytical, writing, and communication skills; and,
  • Ability to work independently and deliver high-quality work within tight deadlines.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) [please delete the language already mentioned as required] is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Notes

There is no travel foreseen for this consultancy. Any travel required by IOM for this consultancy will be as per IOM travel guidelines.

The consultant must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality.

The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given assignments for accurate translation.

Accredited Universities are the ones listed in the UNESCO World Higher Education Database (https://whed.net/home.php).

  • The appointment is subject to funding confirmation.
