Purpose of consultancy

This consultancy will support WHO Country Office in Papua New Guinea to develop, test and deliver a best fit One Health Program Kit for the Papua New Guinea (PNG) University of Natural Resources and Environment (PNGUNRE). The consultant is expected to provide expert advice in building the program for One Health leaders to meet emerging and future health security needs across animal, environment and human sectors.

Background

Over 60% of emerging infectious diseases that threaten health security, livelihood, economy are zoonotic diseases, resulting from spillovers. These emerging infectious diseases also threaten the economy, food safety and human health. Addressing the health security agenda through the animal, human and environment interface is essential.

The One Health approach combine and leverage efforts for countries to strengthen its health security capacities and capabilities across animal, human and environment sectors. A One Health joint action workshop identified workforce capacity gaps as a priority for PNG in July 2024. To bridge this gap, the WHO in collaboration with PNGUNRE and partners is developing a fit-for-purpose academic program for PNG. Thus, complementing the in-service capacity building initiatives already implemented in the country.

Deliverables

Under this technical assistance, the consultant/s are expected to conduct comprehensive curriculum situational assessment, identify and recommend modules and competency/ies options for the program. The consultant/s will also prepare and consolidate comprehensive course materials compatible to various learning formats, multimedia resources and train the trainers including PNGUNRE faculty members.

Output 1: Situational and needs analysis report on One Health curriculum. Expected by 30 Nov 2024.

Task 1.1: Conduct desk-top review on available One Health programs offered regionally and globally.
Task 1.2 Complete situational and gap analysis using mixed methods of data collection.
Task 1.3: Facilitate dialogue among experts for benchmarking the program.
Task 1.4: Build a One Health network across institutions including but not limited to tertiary and research institutions.

Output 2: Synthesize and develop One Health Program Kit for UNRE. Expected by 31st January 2025.

Task 2.1: Develop the One Health Program Kit.
Task 2.2: Design assorted contents relevant to the changing tertiary education landscapes.
Task 2.3: Link and develop supplementary learning resources.

Output 3: Transfer Knowledge and build capacities of faculty members. Expected by 15 Mar 2025

Task 3.1: Facilitate the training of trainers for faculty members.
Task 3.2: Expand the knowledge transfer on One Health across relevant networks.
Task 3.3: Convene dialogues to advocate and mobilize additional resources to support the program.

Qualifications, experience, skills and languages

Educational Qualifications:

Essential: Master’s degree in public health, environmental health, veterinary epidemiology, epidemiology or a related field.
Desirable: Doctoral degree in any of the above fields with a One Health focus, epidemiology or a related field.

Experience

Essential: Minimum of seven years’ field experience in One Health or epidemiology or health security, emergency preparedness or response or outbreak investigations.
Desirable: At least two years in One Health or epidemiology curriculum development, teaching at tertiary level.

Skills/Knowledge:

Essential: Expert knowledge/skills in principles, practices and techniques in health security and epidemiology with advance knowledge/skills in One Health approach. Ability to research, classify, analyse and concisely synthesize information in a short time.
Desirable: Excellent writing and communication skills.

Languages and level required:

Expert knowledge of English

On site: Port Moresby, Papua New Guinea

Travel

The consultant is expected to travel.

Remuneration and budget

Remuneration: Payband Level B, USD 8,535 .00 (monthly)
Expected duration of contract: Five months (full-time), November 2024 to March 2025
