This is a great opportunity for someone with USAID contract and grants compliance experience to grow in their role, provide direct support to project teams, and build organizational capacity through development of systems and processes and capacity building of technical and program management staff.If you have the experience and desire to help our staff become more effective, please apply.PURPOSE & NEEDEnvironmental Incentives, LLC (EI) is seeking to hire a Contracts and Grants Manager to join the Operations team to provide compliance support to project teams, primarily for USAID clients, but also for state and local governments and other non-USG clients.This position consults with and supports project management teams on matters relating to contracts, grants, and procurement compliance, ensures organizational compliance with federal contract terms and conditions, develops corporate processes and procedures, and contributes to and at times leads contracts compliance and infrastructure initiatives.About Environmental IncentivesAt Environmental Incentives, our purpose is to create the conditions for human and natural communities to thrive. Our remote staff and consultants are based in multiple states within the United States, and across five continents.RESPONSIBLITIES

  • Learn and take the lead on EI’s contract approval process for prime contracts, subcontracts, consultant agreements, and miscellaneous corporate agreements.
  • Build and maintain consultative and collaborative relationships in which you provide ongoing compliance support to project leadership, program management, and corporate EI teams.
  • Create and maintain contracts, grants-under-contract, and procurement tools, resources, and processes.
  • Contribute to development and delivery of contracts, grants-under-contract, and procurement trainings and capacity development initiatives.
  • Support the implementation, ongoing management, and capacity development of EI staff on a new contracts management system.
  • Build out and keep updated contract templates library.
  • Participate and advise full cycle corporate and project-related procurement processes.
  • Establish and execute annual desktop audit procedure.
  • Aid project teams on interpreting applicable regulations and provisions.
  • Perform restricted parties checks on covered actions.
  • Contribute to FAR-related compliance plans.
  • Maintain corporate trackers.
  • Maintain SAM.gov registration and other company certifications.
  • Support in FFATA/FSRS reporting
  • Support project teams in start-up and close-out phases.
  • Support the submission of cost proposals as needed.
  • Stay current with regulatory changes and compliance best practices and engage experts inside and outside EI effectively.

QUALIFICATIONSMinimum Qualifications

  • Bachelor’s degree and seven years of relevant experience; Master’s degree and five years relevant experience or equivalent combination of education and experience.
  • Experience in interpreting and applying USAID Acquisition rules and regulations, including FAR, AIDAR, ADS, FTR, DSSR, FAM, and CFR.
  • Demonstrated experience in full cycle contract and subcontract management, from solicitation to close-out.
  • Demonstrated experience supporting project management teams with contract compliance.
  • Demonstrated experience managing and/or providing contract compliance support to USAID contracts and grants-under-contract.

Preferred Qualifications

  • Experience with GSA Schedule contracts.
  • Experience with Time and Materials and Cost Reimbursable type contracts.
  • Experience with SAM.gov and other federal database reporting/certifications.
  • Experience with multiple types of USAID Acquisition vehicles and contract types, including buy-in mechanisms.
  • Experience with USAID Assistance mechanisms (Cooperative Agreements and Grants).
  • Experience using Contract Management Systems (CMS).
  • Experience with USG procurement regulations, practices, and documentation.
  • Experience providing contractual support on project startup and/or closeout processes for USAID-funded projects.
  • Experience and knowledge of FAR, USAID ADS, AIDAR, CFR and business practices.
  • Experience providing technical input to products and initiatives as a member of a team and facilitating the development of work products and initiatives across large, diverse teams.

  • Ability to solve contractual, compliance, or operational risk problems and evaluate options based on relevant information, resources, well-rounded experience, and knowledge.
  • Listening and problem-solving skills and the ability to follow multi-step implementation plans.
  • Ability to collaborate with, listen to, respect, and celebrate the contributions of others, including others of different cultural backgrounds.
  • Highly organized with excellent verbal and written communication skills, as well as strong facilitation and copy-editing skills.
  • Advanced to expert knowledge of MS Office suite (particularly MS Word, Teams, PowerPoint, and Excel) and Google Suite (Gmail, Calendar Google Drive/File Stream, Sheets, Docs).

ADDITIONAL REQUIREMENTS

  • Legally authorized to work in the United States with no restrictions.
  • Criminal background check required.

BASE STATIONThis opportunity is a full-time position. The preferred location for this role is in Washington, D.C., however, exceptional remote candidates will be considered. Environmental Incentives is implementing a hybrid work model in which employees will be required to work in the office approximately two days per week.COMPENSATION AND BENEFITSThe starting salary range for this position is $85,089 – $108,000 per year.Environmental Incentives also offers a competitive benefits package that includes:
