Develop, coordinate, and manage the district’s Bilingual/ESL Programs. Serve as an instructional leader in developing and improving instructional programs that support the needs of English language learners.

  1. Develop, plan, implement, and evaluate Bilingual/ESL curriculum and instructional programs with teachers and principals, including learning objectives, strategies, performance objectives, and assessment techniques.
  2. Utilize district studies, research, and state-of-the-art Bilingual/ESL reading programs to improve emergent bilingual students’ curriculum, instruction, and staff development.
  3. Collaborate with teachers and appropriate staff to develop, maintain, and revise curriculum documents based on systematic review within state and district guidelines and the district mission statement and goals.
  4. Work with LPAC administrators and Chair on the identification, placement, modification, exiting, and monitoring process of the Language Proficiency Assessment Committee.
  5. Develop, plan, implement, and evaluate the LPAC process with LPAC administrators, including coding, placement, exciting, and monitoring. 
  6. Encourage incorporation of appropriate use of technology in the teaching/learning process for Bilingual/ESL students.
  7. Utilize available test results to assist in Bilingual/ESL program evaluation.
  8. Recommend appropriate policies, regulations, and procedures; prepare and maintain necessary reports and descriptive statistics of the assigned discipline area.
  9. Identify short and long-range goals for assigned discipline areas based on the assessment of need, the Bilingual/ESL Program goals, and the district mission statement and goals.
  10. Coordinate a united Bilingual/ESL program at all levels.
  11. Consult positively and effectively with principals, teachers, assistant principals, team leaders, department chairs, and parents.
  12. Demonstrate skill in conflict resolution.
  13. Communicate district Bilingual/ESL instructional goals and objectives of the assigned discipline area to administrators, staff, and community as appropriate.
  14. Communicate the LPAC process to administrators and chairs. 
  15. Deal sensitively and fairly with persons from diverse cultural backgrounds.
  16. Monitor student achievement data and interpret, report, and act on results.
  17. Monitor the Language Proficiency Assessment Committee process to support the efforts of principals and assistant principals.
  18. Develop course offerings as appropriate.
  19. Secure consultants, specialists, and other community resources for campus and district staff and curriculum development.
  20. Provide practical in-service activities using district goals, program evaluations, and teacher and administrator input.
  21. Monitor curriculum office staff to ensure smooth and efficient communication with campuses and other central office staff.
  22. Provide instructional support and staff development opportunities to ensure the effectiveness of identifying English learners and instruction programs for Bilingual/ESL students.
  23. Assist with T-TESS evaluations upon request.
  24. Assist principals regarding personnel upon request.
  25. Implement the policies established by Federal and state law, State Board of Education rules, and Board policy about the assigned discipline area.
  26. Define and recommend the instructional program’s fiscal needs in the budget development process.
  27. Demonstrate responsible fiscal control over assigned program budgets.
  28. Recommend space, equipment, instructional materials, and facilities necessary to implement approved programs.
  29. Supervise the organization, distribution, and maintenance of instructional materials and equipment as appropriate.
  30. Provide appropriate reports and current information on all aspects of the Bilingual/ESL programs.
  31. Seek grant funding as it pertains to the assigned discipline area.
  32. Ensure teacher expectations are practical in furthering the teaching/learning process and environment.
  33. Support the district and campus procedures that enhance positive self-esteem.
  34. Ensure teacher expectations and student management procedures are developmentally appropriate.
  35. Keep informed of research, disseminate ideas to other professionals, identify trends and opportunities, and apply this information appropriately.
  36. Demonstrate steps taken for professional growth.
  37. Observe professional and ethical standards per generally accepted community standards.
  38. Maintain memberships and active participation in professional organizations.
  39. Communicate district curriculum, instructional and staff development practices, accomplishments, goals, and instructional initiatives to parents and others in the community.
  40. Solicit community input on curriculum and instructional issues.
  41. Maintain confidentiality of information.
  42. Maintain regular attendance.
  43. Perform other duties as may be assigned.
  • Five years of successful teaching experience in a bilingual education environment
  • Three years of successful instructional leadership experience
  • Experience in developing and leading in-service presentations 
  • Experience in the development of Bilingual/ESL curriculum 

Education/Certification:

  • Master’s degree in Education and/or related field
  • Valid Texas teacher certification with Bilingual endorsement
  • District-approved teacher appraisal system
  • Instructional Leadership Training (ILT) or Advancing Educational Leadership (AEL) to be completed within 60 days of hire

Special Knowledge/Skills:

  • Extensive background and working knowledge of language and reading development, curriculum, current research on effective instructional practices for emergent bilingual students’ diagnostic assessment, and staff development
  • Extensive background and working knowledge of the student identification, placement, modification, exiting, and monitoring process of the Language Proficiency Assessment Committee (LPAC)
  • Ability to evaluate instructional programs and teaching effectiveness for Bilingual/ESL students
  • Strong organization, communication, and interpersonal skills
  • Bilingual in English and Spanish

SUPERVISORY RESPONSIBILITIES: Supervise and evaluate office personnel, Bilingual/ESL specialists, and district Bilingual/ESL coaches. 

Mental Demands/Physical Demands/Environment Factors: Maintain emotional control under stress. Occasional district travel; occasional prolonged and irregular hours.
