The IRC is
working in Libya since August 2016, targeting the most vulnerable
non-displaced, IDPs, refugees and migrants in hard-to-reach areas providing
life-saving health and protection services, health system strengthening
programs nationally, building the capacity of Libyan youth in peacebuilding and
governance initiatives and supporting locally led recovery and development.
IRC’s team in Libya has the specific goal of reaching those in the hardest hit
areas to beneficiaries of all ages and gender, both Libyans and third-country
nationals. Currently the health program is implemented in the West, East and
South of Libya and provides a range of mobile, facility-based, and
community-based health services directly and in partnership – from life-saving
medical screening, treatment, and referrals to health care services at the
Community Day Center and local primary healthcare centers (PHCs), to community
health interventions and health system strengthening at Ministry, district, and
PHC levels.  In partnership with the MoH, the IRC has
contributed to the development of and is assisting national rollout of the
Essential Package of Health Services and the District Health Information
System-2 (DHIS-2) in collaboration with the Health Information Center at MoH
and WHO. In addition to the roll out of the health promotion strategy and key
health promotion messages.


Job Overview/Summary:


The Data Clerk will be responsible for
entering patient’s demographic data and patients’ visit data from IRC supported
health facilities, community health data from Community health
Worker/Volunteers, data from partners and submitting weekly reports,
managerially reporting to the Senior Officer- Health data. S/he
will report directly to the Senior Officer- Health Data. S/he will work with
the DHIS-2 focal point at the targeted PHCCs and emphasizes PHC level data
quality, timely reporting, and regular feedback and system responsiveness once
feedback has been received. Provide technical assistant to the PHCCs to produce
a standard dashboard for monthly activities. the
data Clerk will ensure all targeted PHCCs are trained and have the required
standardized tools and IT equipment for data collection, entry.


Major Responsibilities:


Under
the supervision of Senior Officer- health data, the Data Clerk will be
responsible for:

  • Responsible
    for entering daily patients’ data and producing weekly and monthly reports.
    Enter all monthly, quarterly and semi-routine data for the health program into the District Health Information Software (HMIS/DHIS-2) database.
  • Ensuring
    accuracy and validation of data entered.
  • Conduct regular project data verification exercises to ensure that the data reported is accurate.
  • Generation of monthly and ad-hoc health reports and submission of report to the Senior Officer- Health data and Health manager in a timely manner.
  • Keeping
    soft and hard copies of all health data records (clinic, community, and
    partners data) including referral data.
  • Supporting MoH- DHIS2 supervisors ensure accuracy, consistency, completeness of data and timely updates of the DHIS system.
  • Supporting systems for data management through provision of DHIS-2/HMIS forms and ledgers for facilities and mentor staff on their use through refresher trainings and on-the-job supervision and coaching.
  • Coordinating with facility staff and the DHO to collect and verify DHIS-2/HMIS forms on a monthly basis, ensuring data quality through review and counterchecks of facility ledgers.
    Providing technical support to the DHO to review and improve systems for data collection, management, and analysis, with an emphasis on developing timely corrective actions based on real-time data.
  • Ensuring the sensitive medical information is stored confidentially.
  • Supporting the DHO and the health facilities to set indicators and targets. Information needs to be displayed on graphs together with monthly achievements and then discussed at team meetings where the entire team does a self-assessment of performance.
  • Ensuring that targeted health facilities have accurate, accountable, and verifiable information concerning its activities, particularly for internal and external verification processes.
  • Performing daily field visits and manages the day-to-day operation of data collection and analysis, ensuring quality information management systems.
    With support from the M&E Manager, undertake trainings to build the capacity of program staff in data collection, verification, and reporting.
  • Assist with data collection, entry, and cleaning of data for assessments and surveys.
    Undertake monthly indicator analysis and share with health staff.
  • Participate in the design of new or review data collection and reporting tools and ensure their availability to program staff.
  • Preparation and printing of all health program reports.
  • Maintain organized, complete, and controlled evidence to support all reported indicators (this includes photos, documentation of best practices etc
  • Provide field teams with constructive feedback on both content and form of both, data collected, and reports written.
  • Attend and participate in program, team and other meeting as required.
    Depending on workload, support Primary Health Care program with data collection, inputting, and reporting.
  • If required, participate in emergency response activities during disease outbreaks.
    The M&E Officer will occasionally take on duties over and above those listed above.These duties will always be restricted within program requirements.
  • Maintain all office files and documents and ensure that filing is done in the most logical manner.

Staff management:

The Data Clerk will not be line managing any
internal staff. S/he might train volunteers MoH and partner’s staff to execute
data collection and data entry assignments at the targeted health facilities.

Working Environment:  This
position will be based at the IRC field office in Tripoli, Libya with daily
visits to field sites.

Minimum Qualifications:

Job Requirements:


  • Bachelor’s degree in Statistics, Information Technology, computing or any related field.
  • At least two years’ experience working in monitoring and evaluation preferred Strong data collection, analysis, and report writing skills required.
  • A strong team player with excellent interpersonal skills and the ability to work with groups of diverse backgrounds. Demonstrated the ability to work independently, think analytically and take initiative in solving problems.
  • Ability to communicate technical issues effectively.
  • Proficient in Microsoft Office particularly Word, Excel, PowerPoint and Access. Experience in DHIS2, Tableau, ArcGIS, ONA, Kobo Toolbox, PowerBI or similar software applications in an added advantage.
  • Very good communication in English and fluent in Arabic
  • Strong sense of personal integrity and understanding of confidentiality and ethics
  • Self-directed, able to independently set priorities and solve problems with minimal guidance
  • Ability to travel in daily bases within Tripoli field
