OBJECTIVES OF THE PROGRAMME

The goal of the Department of UHC/Health Systems is to support Member States advances in achieving UHC and other health-related SDG targets in the SE Asia Region, through providing data, evidence, and actionable guidance. This includes: (i) improving the completeness, timeliness and quality of data produced from multiple sources, (ii) the analysis, interpretation, communication and effective data and information use to review progress and performance against agreed national health priorities and targets, and (iii) supporting evidence informed actions and policies. The Health Information Systems (HIS)Unit in the UHC/HSD department has the following broad functions: To reinforce and back-stop WHO Country Office support to Member States in the review and improvement of their national information and accountability platforms based on the latest available tools, approaches, and evidence. To support Member States in the SE Asia Region to coordinate and harmonize activities of multiple stakeholders related to strengthening the production, management, analysis and use of data for national, regional and global reporting. To work with colleagues within SEARO, and with other international agencies, to improve, harmonize and align their efforts to strengthen national health information platforms and improve institutional data, analytics, and delivery for impact capacity. To promote technical cooperation between Member States as well as capacity building in Member States related to strengthening health information platforms for the monitoring, evaluation and review of the national health strategies/policies/plans, including assessment of the population health situation and trends analysis. To ensure the quality and consistency of data published by WHO, including the routine review and validation of data and indicators from WHO and other authoritative United Nations sources in accordance with the SEARO publication policy and procedures.

DESCRIPTION OF DUTIES

  • Under the day-to-day supervision of the Regional Advisor, Health Information Systems (RA-HIS) and overall guidance of the Director of the Department of UHC/Health Systems in SEARO, the incumbent will perform the following duties in all data analysis related matters:
  • To assist in data collection, mining and compilation from various sources of information such as country annual health statistics reports, household-based surveys, global burden of disease, global health estimates, publications of technical units in the Regional Office, reports and publication of other UN agencies for maintaining the latest available data and metrics via the Health Information Platform (HIP).
  • To assist in country capacity building workshops aimed at promoting WHO health data standards and standards such as ICD-11 implementation, strengthening the analysis and use of facility data, health data for policy and practice courses amongst others. 
  • To assist in validating and processing data and indicators reported by countries or collected by request with concerned units in WHO country offices and regional offices associated with the UHC flagship, revised core health indicators, and health SDG requirements. Also provide support in preparing tables and charts as and when needed.
  • To develop country profiles, scorecards and dashboards on the health and health-related indicators and metrics using the latest available data and information that facilitate the monitoring and evaluation of countries progress towards achieving the health-related SDGs and the GPW 13 triple billion targets.
  • To assist in processing requests for data from technical units and other users and to log and file requests and responses to data verification on technical unit publications and RD’s messages.
  • To assist in electronic archiving of the country health reports that serve as the sources of data and to update, maintain, collate and file the list of health-related publications received from time to time in HIS unit from the Member countries.
  • To assist in developing thematic monitoring dashboards using the HIP DHIS2software features and Tableau business intelligence software and consistent checking of content accuracy of graphs, charts, maps, and dashboards affected by revisions or updates of the data. 
  • To track ICT updates and inform on the same to all staff in the department and WCO focal points.
  • To assist with some of the administrative matters associated with planning, organization, and logistics of periodic HIS-supported workshops, conferences, trainings, or consultations.
  • To support the RA-HIS in the implementation of the Unit workplan upon request.

REQUIRED QUALIFICATIONS

Education

  • Essential: Completion of secondary education with training in the areas of data management and analytics, management information systems or a related field.
  • Desirable: University degree in business administration, commerce, management information systems or a related field.

Experience

  • Essential: At least 8 years of experience in data management, data analysis, interpretation, and reporting.
  • Desirable: Experience in working with WHO, other UN agencies or large multinational or international organizations is an asset.

Skills

  • Proficiency in the use of Microsoft Office Suite (specially MS Access, MS Excel, and MS-Power, Point). Some training/handson experience in data comparison, on DHIS2, Tableau and ArcGIS are favorable assets.

Use of Language Skills

  • Essential: Expert knowledge of English.
