As Deputy Chief Economist, you will provide support to the Chief Economist and Director General in the implementation, and management of the Department’s vision, goals, strategies, and work plans to support overall ADB goals. You will provide high-level policy advice and management support to the Chief Economist and Director General in carrying out the department’s work program. You will manage development research; oversee the quality of research outputs; report to Senior Management and the Board on the latest economic developments, opportunities, and challenges in the Asian and Pacific region; and ensure achievement of department knowledge production and other goals. You will work within a broad concept and framework and contribute to the setting of the department’s directions and strategy.

You will:

  • Leadership and Strategic Management
  • Support the Chief Economist and Director General to establish and cascade the department’s vision, goals, strategies, and key result areas (KRAs) that support ADB’s goals and comply with ADB policies.
  • Support the Chief Economist and Director General to oversee the quality of research outputs and ensure the department achieves its annual and long-term goals.
  • Provide technical advice and organize other relevant activities for economists in ERDI and across the Economists’ Job Family to maintain overall quality of ADB’s knowledge products related to economic issues.
  • Introduce new approaches to policy analyses and operational issues.

Flagship Publications and Development Research:

  • With the Chief Economist and Director General, lead the production of the flagship Asian Development Policy Report and Asia-Pacific Climate Report, including managing cross-department research teams, external experts, and production consultants.
  • Oversee the approval of technical assistance funds to support the flagship publications and manage their use.
  • Engage with experts across ADB to develop the content of the flagship reports and assist the Chief Economist and Director General to consult with and report to Senior Management and the Board on the report topics and results.
  • Support the Chief Economist and Director General in the management of development research, including the oversight of research priority groups that align with ADB strategic priorities.
  • Lead specific research projects as guided by the Chief Economist and Director General.

Knowledge Management and External Partnership:

  • Lead staff teams organizing the annual Economists’ Forum, including the Economists’ Job Family Retreat, and the Asian Economic Development Conference.
  • Represent ADB in international and regional forums for development research and policy discussions; and at external events organized by multilateral institutions, development partners, and international financial experts.
  • Support the Chief Economist and Director General in disseminating research outputs, including overseeing the Asian Impact Webinar series.
  • Inform the Chief Economist and Director General of developments and challenges and provide recommendations accordingly.

Staff Management:

  • Create and lead diverse teams and ensure the quality of their work.
  • Manage the performance of teams and individuals, providing clear direction and regular monitoring and feedback on performance.
  • Provide mentoring to teams and individuals and ensure their ongoing learning and development.

Qualifications

You will need:

  • PhD degree or equivalent in economics or related field.
  • At least 15 years of relevant work experience, with evidence of high-quality research output including publications in international peer-reviewed professional journals.
  • Experience working on development issues in multiple countries of the Asian and Pacific region.
  • Capable to communicate clearly with staff, Management, Board members, and external partners.
  • Experience leading teams of qualified Technical International and Technical Local staff, particularly researchers.
  • Written and verbal proficiency in English.
  • International experience working in several countries.
