Description:

We are currently seeking qualified candidates for the position of DCOP – Technical for an anticipated five-year USAID Democratic Republic of the Congo Multi-Sector Nutrition Activity. The activity will aim to improve nutrition outcomes for women of reproductive age and children under five in rural and hard-to-reach communities in select provinces by achieving the following results: 1) improved availability, access, and utilization of essential nutrition services at individual, household, and community levels; 2) improved availability of diverse, safe, and nutritious foods; and 3) enhancement of the enabling environment for nutrition programs and interventions.

The position will be based in Kinshasa, DRC. Recruitment is contingent upon successful award of the project to FHI 360 and final USAID approval of the candidate.

Job Summary/Responsibilities:

  • Serve as part of the project Senior Management Team under the leadership of the Chief of Party to help guide project vision, direction, and performance.
  • Provide management and technical leadership on multi-sectoral provincial and local level nutrition interventions.
  • Provide supervisory and operational oversight of provincial-level project teams to ensure that the project meets intended service delivery goals, quality standards, and reporting requirements.
  • Coordinate effective engagement and communication across provincial and health zone-level implementation teams, between provincial teams and central project leadership and with partners and other stakeholders.
  • Contribute to the development and implementation of the project technical strategies in the areas of nutrition; health service delivery; food security; and water, sanitation, and hygiene (WASH) and coordinate development of annual work planning and quarterly or monthly action planning, and quarterly and annual reporting.
  • Support the COP to ensure that all areas of the project are integrated and maximize the use of available project resources.
  • Act as COP when needed, including representing the project in key national forums and helping to maintain strong relationships with USAID, government officials, local partners, and other stakeholders.
  • Establish and maintain strategic relationships with national, provincial, and health zone government structures and other implementing partners across levels to reach a common understanding of the activity, avoid duplication, strengthen, and supplement USAID/DRC programs.
  • Cooperate closely with the Chief of Party (COP) on all contractual and programmatic implementation matters.
  • Assure that the project is in compliance with USAID and FHI 360 regulations and procedures, working with the Director of Finance and Operations.
  • Create, promote, and maintain safe and equitable work environments for supervisees, including a harassment- and violence-free work culture, and systems for safeguarding.

Qualifications:

  • Master’s degree, or its international equivalent in nutrition, public health, food security, or a related area.
  • Project Management (PM) certification preferred.
  • At least 10 years of experience in managing and ensuring technical quality of nutrition programming, with an emphasis on community-based nutrition and health interventions, with at least eight of those years working in the DRC as a senior advisor or staff member.
  • At least 3 years of experience with leadership and line management.
  • Experience in building/strengthening markets, community-based agriculture interventions, and institutional leadership and governance capacity strengthening an asset.
  • Ability to interact effectively and collaboratively with a broad range of public and private sector counterparts, donors, and other key stakeholders.
  • Experience developing strategies and performance standards for multisector programs
  • Experience supervising large teams in the implementation of multisectoral nutrition programming.
  • Demonstrated ability to lead and manage a diverse team of multisectoral specialists on projects of similar scale (financially, culturally, staff size and activity).
  • Strong ability to manage and deal with diverse stakeholders.
  • Experience working in a non-governmental organization (NGO).
  • Extensive experience developing, managing, tracking, and reporting on activities in multiple countries and technical areas, and their associated budgets
  • Experience working in DRC with knowledge of the public health sector, culture and context.
  • Strong critical thinking and problem-solving skills to plan, organize, and manage resources for successful completion of projects.
  • Ability to motivate, influence, delegate and collaborate with others.
  • Must be able to read, write and speak fluent English and French.
  • Previous experience working on USG-funded nutrition programming in the DRC preferred.

Availability of position is contingent upon award to FHI 360. Selection of final applicant is subject to USAID approval.
