OBJECTIVES OF THE PROGRAMME

The Global TB Programme (GTB) leads and guides the global effort to end the TB epidemic through universal access to people-centered prevention and care, multisectoral action and innovation.

More specifically GTB:

  • Provides global leadership to end TB through strategy development, political and multisectoral engagement, strengthening review and accountability, advocacy, and partnerships, including with civil society;
  • Shapes the TB research and innovation agenda and stimulates the generation, translation and dissemination of knowledge;
  • Develops policy options, norms and standards for TB prevention and care and facilitates their implementation;
  • Provides specialized technical support for Member States and partners, working with WHO regional and country offices to catalyze change and build sustainable capacity; and
  • Monitors, evaluates and reports on the status of the TB epidemic and progress in financing and implementation of the end TB Strategy at global, regional and country levels.

DESCRIPTION OF DUTIES

  • Leads the Department in providing global leadership in the field of TB prevention, care and control, and continue advocacy and awareness raising in these areas;
  • Provide and develop as well as lead the work on monitoring and reporting on the same areas;
  • Technical products and expertise to Member States and other Stakeholders with guidance and technical data required for the development, implementation, and monitoring of national and/or global policies and programmes with impact at country level;
  • Directs and leads overall establishment and development of the Department’s evidence based policies and strategies for rollout and delivery for Regional and Country Office implementation;
  • Provides the overall leadership, management, development and accountability, of the Department in delivering its objectives through managing and galvanizing a diverse workforce and financial resources to optimize the department deliverables and mandate;
  • Oversees the monitoring and evaluation and reporting of the Department’s area of work to ensure development of key performance indicators and global reporting requirements;
  • Provides senior level technical advice and expertise to Senior Management in the area of assigned responsibilities in order to position the Department and Organization as a leader;
  • Serves as the scientific/technical reference among UN Agencies and other key players in the respective areas. Promotes the integration of Regional and Country Office perspectives and operational capacities into the Department’s programme area of work. Builds strong partnerships and fosters consensus building with External Partners, Member States, UN Agencies, Donor, civil society and people with lived experience and cutting edge research institutions and other stakeholders in the subject area to politically position the technical area of work and implementation into national and/or global policies;
  • Represent the Organization and Department area of work in a diverse array of global fora to position WHO as a leader in the global health community;
  • Perform all other related duties as assigned.

REQUIRED QUALIFICATIONS

Education:

Essential:

  • Advanced University degree in Medicine, public health, infectious or respiratory diseases.

Desirable:

  • A PhD in one of the above-mentioned fields.

Experience:

Essential:

  • A minimum of 15 years of (i) professional experience in TB control and/or epidemiology at various levels, including in developing countries and of (ii)policy and strategy development;
  • At least 5 years of experience in directing and developing a large multidisciplinary team;
  • Extensive experience in promotion and advocacy activities with a solid track record in resource mobilization with the international donor community including bilateral development agencies, funding agencies, foundations, private sector, NGOs and other UN agencies;
  • Extensive experience providing senior level advice and guidance to Senior Management/Decision makers, managing human and financial resources, as well as extensive experience in the area of developing and establishing policies and strategies;
  • Demonstrated experience at the international level.

Desirable:

  • Several years’ experience in the management of complex public-private partnerships;
  • Documented knowledge of global health, epidemiology and disease control.

Skills:

  • Extensive knowledge of TB and communicable diseases epidemiology and control, including strategies, challenges and practices which are relevant at the national, regional and global levels;
  • Proven knowledge of global health issues and their articulation with SDGs, socio-economic determinant of health and health systems;
  • Excellent managerial expertise and ability to provide authoritative advice on TB control priorities;
  • Ability to write clearly and articulately present reports on a broad range of issues while representing and promoting the Organization;
  • Leadership skills in the planning and coordination of multidisciplinary public health programmes, including the implementation of disease control programmes;
  • Management skills and experience in managing people and financial resources. Ability to engage and communicate effectively with media, member states, and partners;
  • Commitment to collaborate effectively with other key partners, including for TB prevention control and care.

Use of Language Skills:

  • Essential: Expert knowledge of English;
  • Desirable: Intermediate knowledge of French.
