The Cleveland Metropolitan School District (CMSD) serves approximately 37,000 students in 100+ schools. performance. The principal has primary responsibility and accountability for establishing his or her school as a high-quality, high-expectations academic center with a focus on personalized instruction, professional support for teachers, and school-wide practices that lead to measurable results.

The Cleveland Metropolitan School District has developed standards of excellence that the district applies to all parts of the organization inclusive of schools, principals, school leadership teams, networks, and central office. Alignment between Standards of Excellence (SoE) and the district’s Theory of Action helps ensure that principals are able to focus on scholar achievement and that central office supports are timely and effective.

Compensation: $ 73,440.00 – $ 102,816.00

  • This is a Grant-Funded Position

The Director of Multilingual Compliance and Assessment is a central office-based position. It will work closely to achieve, supervise, and uphold the entire operations of the Multilingual Welcome Center and compliance for English learners in CMSD. The Multilingual Welcome Center is a vital role within the organization which houses three subdivisions within the department which are Enrollment and Assessment, Translations and Interpretations, and Family Engagement and Student Supports. The Director of Multilingual Compliance and Assessment leads to improve and maintain the accuracy and manage the operations and development of the Multilingual Welcome Center and all of the assessment components as they pertain to legal and District-level matters.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Assessment:

  • Oversees and supervises the management and coordination of all activities regarding the identification, assessment, and placement of potential English learner students
  • Oversees and finds creative ways of assessing students for both English and native language proficiency tests to eligible language minority students
  • Coordinates with the Division of Special Education, Psychological Services, and other District departments to place English language learners with special education needs for dual servicing
  • Interprets District services and language proficiency test results, OELPA, and other state and District-level assessments to language minority parents, students, and schools
  • Collects, manages, and oversees data needed to establish entrance, reclassification or exiting of eligible students
  • Assists in the coordination of state and District standardized testing programs for English learners
  • Supervises the maintenance and updating of pupil data file and daily log of students assessed and registered
  • Assists with the preparation of state and District reports regarding English Language Learners

Translations & Interpretations:

  • Assists the executive director in coordinating the developing, managing, overseeing, and upholding of CMSD’s Translations and Interpretations Policy
  • Assist with the departmental and building-level professional development and other events
  • Oversees and checks the reliability, validity, and accuracy of data submitted by school staff
  • Supervises the entire translation subdivision within the Multilingual Department, including budgeting and negotiating contracts with outside sources to serve in the capacity of translating low-incidence languages.
  • Assists the executive director in allocating resources for the translations subdivision and staying compliant with the Office of Civil Rights mandates
  • Works with the compliance requirements from the Ohio Department of Education and LEP Assistance Plan
  • Works with finance on budgeting, procurement, and encumbrances of services related to maintaining the District in legal compliance
  • Lead conversations and processes that engage District staff regarding translations and interpretations including best practices, ethics, and law

Family Engagement & Student Supports

  • Oversees the Refugee School Impact Grant and reporting as it pertains to the wrap-around services provided to families
  • Makes connections with community agencies for programs and services offered to multilingual families
  • Supervises and oversees the coordination of services to multilingual families
  • Supervises and oversees professional development and parent training activities
  • Works cooperatively to encourage, recruit, and assist parents, caregivers, and community representatives to provide meaningful support and interventions to meet the academic and non-academic needs of students and families
  • Works with coordinators to ensure proper and active participation of multilingual families in various District initiatives
  • Exhibits independent judgment when it comes to decision-making and acts as a representative of the executive director of multilingual education as necessary on issues pertaining to the Translations, Welcome Center, and Family Engagement subdivisions, which includes decision-making and problem-solving in these areas
  • Performs other duties as assigned by the executive director

QUALIFICATIONS:

  • Master’s degree in Education with TESOL and/or Bilingual Multicultural Endorsement preferred
  • At least 5 years of experience as an ESL Teacher, Bilingual/TESOL Teacher, or administrator
  • A strong commitment to the students in CMSD and a personal sense of accountability around the ultimate success of CMSD
  • Deep knowledge of the issues and dynamics of inequity in education and passion for CMSD’s mission
  • Knowledge of the roles and responsibilities of teachers of English Language Learners
  • Ability to provide objective feedback on special education programming, compliance, and implementation
  • Knowledge of laws relevant to English Language Learners
  • Proven experience working collaboratively in a team-oriented environment
  • Results-driven with excellent planning and organizing skills
  • Exceptional communication and presentation skills, both verbal and written
  • Excellent interpersonal skills, including experience leveraging staff and developing talent
  • Successful with overcoming significant barriers to meet goals in a fast-paced and changeable environment
  • Able to critically assess challenges and identify flexible, effective solutions
  • Ability to perform multifaceted tasks with minimum supervision
  • Regular travel to schools is required; must have reliable transportation
  • Successful project management and supervisory experience
  • High expectations and willingness to go above and beyond the call of duty for CMSD children
  • Proficiency with Microsoft Office programs, including Excel, Word and PowerPoint
  • Bilingual/Biliterate in Spanish
  • Excellent customer service skills and tact
  • Demonstrated organizational skills, motivation, exceptional resourcefulness, and willingness to work flexibly and cooperatively as a member of a team
  • Capable of handling challenging situations and people with a high tolerance for ambiguity and the ability to maintain confidentiality when handling sensitive District, school or personnel matters
