Background

Médecins Sans Frontières (MSF) has been witnessing to the raging war in Sudan, the continuation of the war in Ukraine, the destruction of Gaza and incursions in the West Bank, the escalation of conflict in the Democratic Republic of the Congo (DRC), and the further humanitarian deterioration in Haiti and Myanmar which has continued to intensify in 2024. Additionally, MSF responded to mass displacement and migration, extreme natural hazards (e.g., droughts, floods, earthquakes, and cyclones), outbreaks of vaccine-preventable diseases (e.g., diphtheria, measles, cholera, and meningitis), and to the increased crises in malnutrition and food insecurity. The deteriorating economic inequality and health inequity, and the rise in inflation, have only aggravated the situation if not served as direct drivers of emergencies, all of which continue to worsen with each succeeding year.

When MSF teams in the field witness extreme acts of violence against individuals or groups or when access to lifesaving medical care is hindered, we may speak out publicly and advocate with relevant stakeholders, including governments. Our decision to do so is always guided by our mission to alleviate suffering, protect life and health, and restore respect for human beings and their fundamental human rights.

MSF Japan’s Advocacy and Medical Affairs team engages with the Japanese government and medical communities, to bring about change in their policies and practices and to provide supports to our field operation by;

  • Developing a wide and solid network with influential individuals, groups, and institutions
  • Fostering the recognition of MSF as professional and leading medical humanitarian organization
  • Advocating specific medical humanitarian issues

Overall Responsibilities

Under the management of the General Director, this key position is in charge of developing the strategies on advocacy, medical affairs, and EPREP (Emergency Preparedness) in Japan. The Director is in charge of the management of 4 staff (Advocacy and Institutional Relationship Manager, Institutional Partnership Sr. Officer, Medical External Affairs Manager/ERPREP Focal point, and Medical External Affairs Officer) and other staff members as required. The Director is the member of the Leadership Team of MSF-Japan and attend the Leadership Team Meeting and Board meeting.

The role leads and supervise to set goals/objectives of our advocacy and medical affairs activities in coordination with OCs, HRT, and Access Campaign Team/APH, design practical strategies describing targets, tactics, and timing in detail together with his/her team, and implement them.

The role also works closely with OCP Tokyo Cell and Working Group in our Association on the EPREP and with the Medical Committee in our Association on the Medical Affairs.
