Position description

The Office of Nonproliferation and Foreign Policy Controls (NFPC) implements multilateral export controls under the Australia and Nuclear Suppliers Groups and the Missile Technology Control Regime. NFPC administers U.S. unilateral foreign policy export controls and international sanctions. NFPC administers the industrial compliance provisions of arm control and disarmament treaties. NFPC also administers export controls on firearms controlled on the Wassenaar Munitions List.

The incumbent serves as a principal advisor to the Deputy Assistant Secretary for Strategic Trade, the Principal Deputy Assistant Secretary for Strategic Trade and Technology Security, and the Assistant Secretary for Export Administration on the complex matters relating to nonproliferation and foreign policy export control. This includes issues related to chemical, biological, nuclear weapons and missile delivery systems, firearms, and the trade-related aspects of sanctions, embargoes, and human rights.

The incumbent coordinates efforts within the Bureau, Commerce, and other agencies, specifically:

  • Develops and oversees development of BIS positions on license applications relating to nonproliferation and foreign policy controls.
  • Ensures that export license applications are referred, within statutory/regulatory/policy timeframes, to the appropriate agencies for consultation (i.e., Defense, State, Energy, intelligence community) – collaborating with other agencies in the review of these applications. Participates in the interagency dispute resolution process for those applications when agreement cannot be reached at the staff level.
  • Ensures that staff provides, within statutory/regulatory/policy timeframes, licensing determinations, commodity classifications, and advisory opinions. Advisory opinions provide guidance to exporters regarding which export transactions require validated licenses and which transactions are likely to be approved or denied.
  • Leads BIS participation in activities of the Australia Group, Nuclear Suppliers Group, and Missile Technology Control Regime.
  • Provides technical support to the Bureau’s Office of Export Enforcement in support of effective implementation of U.S. export control laws.
  • Supports the Bureau’s seminar and publication program – providing technical, policy, and regulatory advice to industry regarding means to structure export transactions that can be approved within the parameters of U.S. export control policy.
  • Manages BIS’s role in support for, and implementation of, nonproliferation treaties, including the Chemical and Biological Weapons Conventions and the Additional Protocol to the U.S.-IAEA Safeguards Agreement.
  • Develops Congressional testimony and briefing material and correspondence for senior Bureau officials regarding the full scope of export control policy and procedures.

  • A one-year probationary period is required for new SES members.
  • Subject to pre-employment and employment random drug testing.
  • Public Financial Disclosure (SF-278 filing within 30 days is required).

Applicants are required to submit a narrative statement for each mandatory Professional/Technical Qualification (PTQ) and each mandatory Executive Core Qualification (ECQ) listed. If you are currently serving under a career Senior Executive Service (SES) appointment, are eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by the Office of Personnel Management (OPM) and had your ECQs certified by OPM, then you only need to address each mandatory PTQ, and you do not need to submit an ECQ narrative. All other applicants are required to respond to all ECQs and PTQs, addressing each ECQ and PTQ separately. Please give a complete and detailed answer for each mandatory qualification. Please keep in mind each ECQ and PTQ are unique qualifications. Therefore, duplicate responses are not sufficient in determining if you meet that specific qualification. Do not enter “Refer to Resume” to explain your answer. Applications directing the reader to search within the application or to “See Resume” are considered incomplete and WILL NOT BE CONSIDERED. Failure to submit a narrative statement or address any of the mandatory ECQs and/or PTQs is also considered incomplete and WILL NOT BE CONSIDERED . As a result, you will be rated as “INCOMPLETE”. Applicants currently serving on a career SES appointment, eligible for reinstatement into the SES, or have successfully completed an SES Candidate Development Program approved by OPM are not required to be evaluated on the ECQs. OPM approval is required before appointing any current or former political appointee to a permanent position in the civil service. This includes anyone who has been a political appointee in the last five years.

 

Qualifications

To qualify, applicants must provide evidence of progressively responsible executive level leadership experience and office management experience directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and their competencies and Professional/Technical Qualifications (PTQs). The ECQs were developed to evaluate executive experience and potential, not to evaluate technical experience. ECQs measure whether an individual has the broad experience needed to succeed in a variety of SES positions.

ECQ 1 – LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. (Competencies: creativity and innovation, external awareness, flexibility, resilience, strategic thinking, vision)

ECQ 2 – LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization’s vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. (Competencies: conflict management, leveraging diversity, developing others, team building)

ECQ 3 – RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. (Competencies: accountability, customer service, decisiveness, entrepreneurship, problem solving, technical credibility)

ECQ 4 – BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.(Competencies: financial management, human capital management, technology management)

ECQ 5 – BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. (Competencies: partnering, political savvy, influencing/negotiating)

NOTE: Responses to ECQs must not exceed 10 pages typed in 12-point font.

Professional/Technical Qualifications:

1. Demonstrated experience in managing a complex organization consisting of multiple offices and ability to meet organizational goals.2. General knowledge or experience related to the nonproliferation of weapons of mass destruction, including nuclear, chemical, and biological weapons and missile delivery systems, as well as commercial activity related to dual-use goods, software, and technology with weapons of mass destruction applications.

3. Demonstrated ability to develop, negotiate, and implement policies and procedures related to the U.S. export control system.
