Disease Advisor, HIV – GL D – Defined Duration until December 2028
The HIV response has rapidly evolved over the last two decades with significant achievements. However, challenges such as inequities in access, a strained health system and declining financial resources require maintaining the gains made while driving efficiency, program optimization including integration, and innovation towards ending the epidemic as a public health threat.
The Disease Advisor, HIV, supports the Head of HIV, Senior Advisors and Senior Disease Advisors in the HIV team, in providing technical guidance and contextualized recommendations to the Global Fund that accelerate programmatic performance, collaborating across the Secretariat and external partners. The Advisor, under the oversight of the Head of HIV, Senior Advisors and Senior Disease Advisors as relevant, is expected to provide advice, guidance and solution options across the HIV prevention, care and treatment continuum within the evolving global landscape and changing HIV epidemiology.
The Disease Advisor works directly with Country Teams and in-country stakeholders, linking to other technical teams as appropriate (CRG, RSSH, TB etc.), to provide technical advice to inform strategic investments and to accelerate performance: i) in response to direct enquiries from Country Teams and their managers; ii) throughout the ‘country dialogue’ and grant making process underpinning the development of concept notes and grants, ; iii) in the form of technical reviews of Principal Recipients and CCM submitted grant reinvestment requests and concept notes; and iv) via the development and implementation of Global Fund catalytic initiatives.
The Disease Advisor will support the development of Global Fund policy and guidance and the dissemination of training and best practice. They also support disease specifical analytics and interpretation of disease data for diverse internal and external audiences.
The Disease Advisor will work with staff in Finance, Community, Rights & Gender (CRG) and Supply Operations, providing technical expertise particularly regarding disease-specific health product management decisions. Support to the External Relations and Communications Division is provided as requested, particularly through technical content reviews of advocacy documents and engagement with private sector partners.
Key Responsibilities
Perform the following duties under the supervision of the Head of HIV or Senior Advisor:
- Informed by normative guidance from technical partners and by program performance data, advise Country Teams on strategic investments for new and existing HIV programming to achieve maximum impact, advance program optimization and integration, and alignment with the Global Funds Strategic Objectives
- Work closely with Senior Advisors/Senior Disease Advisors, and other technical teams including RSSH, CRG and Supply Operations, to provide disease expertise to Country Teams throughout the grant life cycle including identifying opportunities for reprogramming of existing grants to optimize the HIV investment portfolio
- Coordinate with RSSH and CRG teams to ensure HIV investments reinforce health systems capacity building and advance equitable access to services, human rights and community engagement.
- Work closely with GMD Health Products Management specialists and Supply Operations teams, to advise on appropriate procurement, supply planning and innovation of HIV health products including for treatment, prevention and testing.
- Support analyses and the interpretation of HIV programmatic and epidemiologic data, throughout the grant lifecycle in collaboration with other Global Fund staff, to identify investment gaps and opportunities for reprogramming and re-shaping of existing grants.
- Provide technical expertise and input into the Global Fund HIV policies, guidelines and operation documents.
- Support appropriate training and technical capacity building in response to scientific and programmatic developments including new tools and public health approaches for disease prevention and control.
- Support the Head of HIV, Senior Advisors and Senior Disease Advisors in coordinating and strengthening Global Fund partnerships, including through disease-specific Situation Rooms, working groups, Technical Partnership Agreements and technical assistance mechanisms.
- At country level, work closely with regional managers, Country Teams and the CCM hub to facilitate optimal partner engagement and harmonization in the provision of quality-assured Technical Assistance during concept note development, reprogramming and grant implementation.
- Contribute to the development of Global Fund reports, publications, press releases and other advocacy or information materials.
- Perform other duties consistent with the role as required.

Qualifications
Essential:
- An advanced university degree in public health, epidemiology, or infectious diseases.
Desirable:
- Medical degree or specialized post-graduate qualification in the disease”s area
Experience
Essential:
- Experience in working with national programs in developing countries.
- Experience in working in HIV both at the national and international levels
- An understanding of the international health arena and direct exposure to health environments both at national and international levels.
- Experience in providing technical advice and developing effective collaboration with stakeholders across teams, departments and divisions to achieve a common goal
Desirable:
- 4-6 years of experience at international level in HIV prevention, treatment, care and support, including program design and implementation, research and policy development
- Knowledge of Global Fund and its policies, processes and its governance structure
- A good publications record demonstrating the ability to analyze datasets and complex public health interventions
Competencies
Languages:
An excellent knowledge of English and preferably a good working knowledge of French. Knowledge of other languages would be an asset.
