GENERAL DESCRIPTION: Perform highly advanced (senior level) medical consultative services, technical assistance, education/training, and direct medical care in remote, austere, and/or high-risk environments supporting a wide variety of law enforcement and public safety operations. Work involves planning, developing, and implementing a comprehensive statewide system to address mitigation, preparedness, and response to all hazards including active attack and mass casualty incidents, in accordance with state and national executive orders and directives for the Department of Public Safety’s (DPS) Joint Medical Operations (JMO) program. Work involves interaction with, building positive relationships between, and developing medical interoperability among local/state/federal Law Enforcement and Fire/EMS agencies, the Texas Military Department, the US Department of Defense, other government agencies, community organizations, and the general public. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Qualified applicants will be scheduled for a standardized department physical fitness test and preliminary interview in Austin, TX; and must successfully obtain a score of 70% or greater on each. Any/all costs and risk of attendance will be the responsibility of the applicant. To participate, a liability waiver must be signed.

Candidates who succeed in the physical fitness test and preliminary interview will be invited to attend a multi-day field-based screening/selection in Central Texas that is physically/mentally demanding. Upon successful completion of the physical fitness test, preliminary interview, and multi-day field-based screening/selection, a rank-order list of candidates will be established and will remain valid for a period of one year (12 months).

Successful suitability determination will be made after an in-depth Texas Department of Public Safety background investigation.

External hires under this announcement are subject to a one-year (twelve-month) probationary period commencing on the official start date for work and must successfully complete any/all mandated training requirements within this timeframe.

ESSENTIAL DUTIES / RESPONSIBILITIES: 

1. Serve as a Subject Matter Expert representing the Texas Department of Public Safety (DPS) Joint Medical Operations (JMO) program in the fields of special operations, executive protection, tactical, operational, prehospital, wilderness, austere, disaster, and deployed medicine.

2. Provide direct advanced special operations medical care to State of Texas personnel, citizens, and visitors in nontraditional, remote, austere, and/or high-risk environments supporting a wide variety of law enforcement and public safety operations.

3. Provide direct clinical oversight for other credentialed DPS JMO personnel assigned within region, including mentorship, continuing education/training, and quality assurance activities.

4. Coordinate and serve as the primary point of contact for DPS JMO operations within assigned region, providing guidance on DPS JMO program issues to regional command staff across all DPS divisions.

5. Provide a wide variety of liaison work, consultative services, technical assistance, education, training, in-service, research, assessment, and implementation in support of DPS JMO initiatives.

6. Produce high-quality medical threat assessments, site surveys, medical intelligence products, medical operations plans, and other related materials.

7. Brief DPS JMO senior leadership on issues regarding the JMO program in the assigned region and the performance of associated JMO duties and other JMO medical personnel. Public Safety Paramedics maintain a direct reporting relationship with the Public Safety Paramedic Commander and Public Safety Paramedic Supervisor and an indirect reporting relationship with the DPS Chief Medical Officer and other DPS command staff in the assigned region/division/unit.

8. Obtain and maintain requisite clinical credentialing from DPS JMO and the DPS Chief Medical Officer.

9. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.

10. Perform other duties as assigned.

Qualifications

GENERAL QUALIFICATIONS and REQUIREMENTS: 

Education – Graduation from a vocational program in Paramedics. Must be a graduate of a US military or other government special operations medical training pipeline that resulted in the awarding of 18D (SFMS), 38W (CAMS), 68W-W1 (SOCM), L02A/8403 (SOIDC), L11A/8427 (SARC), 5392 (NSW), 19ZXC/1T2XX (PJ), or equivalent.

Experience – Combined minimum of four (4) years’ experience providing paramedic-level medical care in traditional and nontraditional emergency medical settings. Preference will be given to those candidates with a minimum of six (6) months deployed combat medical experience and/or a minimum of two (2) years high-volume 911. For certain positions, preference will be given to those with experience in executive/dignitary protection.

Licensure and/or Certification – Must be eligible to obtain and maintain an unrestricted Class C Driver’s License from the Texas Department of Public Safety Must have current/active (in good standing) National Registry Paramedic certification and/or a US State or Territory Paramedic license. Must be eligible to obtain and maintain an unrestricted Paramedic License/Certification from the Texas Department of State Health Services.

Regulatory Knowledge – Knowledge of aircraft, vehicles, equipment, supplies, and weapons used in tactical/special operations. Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures. 

Supervisory/Managerial/Leadership Skills – Knowledge of management/supervisory methods and principles, performance/productivity standards, and fiscal/budget management. Ability to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Ability to provide clear direction to others, promote teamwork and motivate others to accomplish goals. 

Medical Skills – Knowledge of Emergency Medical Services (EMS), Trauma Systems, public safety, and emergency management. Knowledge, skills, and abilities relating to the practice of advanced tactical/special operations medicine. 

Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy, and an ability to establish and maintain positive, working/professional relationships with internal/external customers. Must demonstrate DPS’ core values: Integrity, Excellence, Accountability, and Teamwork.

Organizational and Prioritization Skills – Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness, or professionalism.

Analytical Reasoning/Attention to Detail – Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.

Technology (computers/hardware/software/operating systems) – Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, ePCR/HER, Navigation, and Medical Devices), and appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems.

Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situations, and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

Safety –Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.

Schedule and/or Remote/Telecommuting Work and/or Travel – Availability for after-hours, weekend, holiday, overnight, and emergency work are required. Telecommuting up to five (5) days per week. Travel in city and surrounding area, statewide, and occasional out of state travel for training.

  • Speak, hear, smell, and exercise visual acuity; see and recall visual details; speak clearly; hear and understand speech and radio transmissions.
  • Typing requirements for this position: high frequency. Must be able to utilize standard computer applications and type on a standard keyboard with legible grammar above high school proficiency.
  • Driving requirements for this position: high frequency. Must be able to safely operate an authorized emergency vehicle in a wide variety of conditions.
  • Vaccinations as determined by the DPS Chief Medical Officer.
