Program Background

The first phase of the Australia-Indonesia Partnership for Health Transformation (KITA SEHAT) is a four-year, approximately A$50 million investment by the Australian Department of Foreign Affairs and Trade (DFAT) to work in partnership with the Government of Indonesia (GoI) to advance Indonesia’s human and animal health agendas in identified areas of high priority.

Building on elements from the previous phases of Australia’s assistance in the health sector, including the Australia Indonesia Health Security Partnership (AIHSP), KITA SEHAT will continue to support health security and related systems strengthening in the human health and animal health sectors, while renewing Australia’s support for primary health care in line with Indonesia’s health transformation agenda. The program will operate across the national level and selected subnational locations, providing strategic advice on policy, governance and service delivery approaches, with a strong alignment with areas where Australia can make distinctive contributions. KITA SEHAT will work through a range of mechanisms including technical assistance, public sector partnership, research and CSO/NGO grants, and will coordinate with UN agencies and other development partners to ensure complementarity and avoid duplication. Gender equality, disability equity and social inclusion (GEDSI) and climate resilience will be a strong focus of the program and will be integral to achieving national health goals.

The program’s long-term goal will be guided by four end of program outcomes (EOPOs):

• Primary health care policy and governance – national and selected subnational authorities have adopted improved primary health policies, service delivery approaches and governance arrangements.
• Primary health services – selected subnational authorities have improved the quality of and access to primary health services with a focus on stunting prevention and the inclusion of women, people with disability and other marginalised groups.
• Health system enablers – national and selected subnational authorities have enhanced core workforce capabilities in critical human and animal health system enabling functions.
• Health security – national and selected subnational authorities have increased capacity for health security and animal health policy development, strategic planning and the assessment, mitigation and management of acute and emerging health threats.

The Role

The Admin & Finance Officer – NTT will provide day-to-day administrative, logistical, and financial support to ensure the smooth functioning of KITA SEHAT’s NTT provincial office. The role supports a wide range of office management and financial processes, including financial and office administration, procurement and vendor management, logistics for events and travel, maintenance of inventory and assets to ensure efficiency, compliance, and value for money in project operations in accordance with the KITA SEHAT Operations Manual and DT Global Policies and Procedures. The position works under the direct supervision of the Provincial Manager – NTT in close coordination with the Finance and Operations team in Jakarta.

About You

Roles and Responsibilities

Administration and Day-to-Day Office Management:

• Support provincial office administrative matters in compliance with KITA SEHAT/DT Global policies and procedures.
• Provide secretarial support for the provincial office and take minutes for any meetings as requested by the Provincial Manager – NTT.
• Ensure all documentation is filed in accordance with the KITA SEHAT filing system.
• Support management of the provincial office, including liaison with vendors for maintenance, pest control, and repairs.
• Ensure all assets and inventory items are tagged and recorded.
• Support regular assets check, prompt repair and regular maintenance of IT and office equipment.
• Support management of support staff and/or third-party service providers for office support functions.

Procurement:

• Work closely with Procurement & Grants Coordinator in Jakarta to prepare relevant documentation for purchase of local level goods and services.
• Work closely with Procurement & Grants Coordinator in Jakarta to maintain a tracker for all active vendor contracts.
• Escalate any vendor performance issues, delays, or compliance concerns.

Financial Management:

• Work closely with the Finance team in Jakarta to prepare and process transactions relevant to the NTT provincial office, and undertake daily data entry into the accounting system.
• Conduct and ensure accounting of KITA SEHAT related activities in NTT are undertaken in an accurate and timely manner.
• Review the calculation of allowances and honorarium, ensuring these are correct and align with the KITA SEHAT Operations Manual.
• Support collection of payment claims/invoices and supporting documentation from suppliers/vendors, and check for accuracy and completeness.
• Organise and maintain comprehensive program financial records, ensuring both soft- and hard-copy documentation is accurate and compliant.
• Work closely with the Finance team in Jakarta to monitor provincial cash flow, provide estimates as required and prepare funds requests.
• Manage petty cash and assist in preparing bank account reconciliations.
• Monitor and track advances and acquittals for NTT-based team and other local personnel.

Event and Travel Support:

• Provide administrative and logistical support for KITA SEHAT events and activities.
• Arrange venue booking, catering, travel, accommodation, and materials in compliance with KITA SEHAT procurement policies.
• Support travel coordination for staff and consultants travelling to NTT.

Selection Criteria

Essential Experience and Knowledge

• Bachelor’s degree or equivalent in Accounting or Finance.
• Minimum 4 years’ experience, including working in a finance function, preferably in the international development sector, ideally including experience in administrative support.
• Must be based in Kupang, NTT.
• Demonstrated ability to coordinate vendors, procurement and office maintenance.
• Strong organisational skills with high attention to detail.
• Fluency in Indonesian and English (oral and written).
• Demonstrated initiative, reliability, sound judgment, problem-solving skills, and professional integrity. Strong ability to work productively both independently and as part of a team in diverse, cross-cultural environments, and manage competing priorities under pressure and to tight deadlines.
• Competent in the use of Microsoft Office and other IT applications in common usage.

Desirable

• Demonstrated experience working with donor-funded (strong preference for DFAT) development programs in a multi-culture stakeholder environment.
• Experience supporting event logistics and travel coordination.
• Proficiency in BST, MYOB, or other accounting software, and/or SUNFISH system.
• Knowledge or experience processing VAT restitution or exemption.
