ITS Vice Presidency Context

Information and Technology Solutions (ITS) enables the WBG to achieve its mission of ending extreme poverty and promote shared prosperity in a sustainable way by delivering transformative information and technologies to its staff working in over 150 locations.

Our vision is to transform how the Bank Group accomplishes its mission through information and technology. In this fast-paced, ever-changing world, the formulation and implementation of the ITS strategy is an ongoing, iterative process of learning and adaptation developed through extensive consultations with business partners throughout the World Bank Group.

ITS shapes its strategy in response to changing business priorities and leverages new technologies to achieve three high-level business outcomes: business enablement, by providing Bank Group units with innovative digital tools and technologies to transform how they deliver value for their clients; empowerment & effectiveness, by ensuring that all Bank Group staff are connected, able to find information, and productive to accelerate the delivery of development solutions globally; and resilience, by equipping the Bank Group to provide risk-based cybersecurity and robust data protection for a global network and a growing cloud platform.

Implementation of the strategy is guided by three core principles. The first is to deliver solutions for business partners that are customer-centric, innovative, and transformative. The second is to provide the Bank Group with value for money with selective and standard technologies. The third principle is to excel at the basics by providing a high performing, robust, and resilient IT environment for the organization.

Archives and Records (ITSAR) Context

ITSAR protects the institutional memory of the World Bank and provides staff and the global community with access to relevant information and services to foster transparency and accountability and reflect history to enable effective delivery of development solutions. We aspire to transform information governance across the entire lifecycle of information and illuminate World Bank history to enable effective and accountable operations. ITSAR is responsible for: Management of Records Policy (including advisory services, policy compliance outreach and training, appraisal / retention schedules, and requirements for systems); providing records management support to World Bank Institutions and staff; off-site records center services; implementation of the World Bank Policy on Access to Information; crafting knowledge products that promote the history of the World Bank and the archival holdings; and the preservation and intellectual control required to maintain access to archival records.

Duties and Accountabilities

ITSAR is seeking an extended term consultant to support implementation of the mandate and work program of the ITSAR Information Policies & Records Lifecycle Governance Team, primarily for our International Finance Corporation clients but also extending to World Bank units.Significant investment has been recently made in IFC to create a wholistic approach to records management across the Corporation using standard applications available widely across the WBG.Now that the seed of this investment is planted, a consultant is needed to ensure the investment can take root to realize the full potential of the project and compliant records management in the Corporation and the World Bank Group. The ideal candidate is a records manager conversant in M365 with excellent communication, training, and client-service skills.

The consultant will be expected to support the team carry out the following tasks in the areas indicated:

Records Management Support

Become familiar with units supported (functions, activities, and business processes; Records Retention Schedule; SharePoint implementation; IT systems in use; organizational chart, etc.).

Provide support and direction on the management of records to units, including, but not limited to: good records management practices; use of SharePoint Online capabilities; administration of folder structures in SharePoint and other M365 applications, etc.

Outreach and Training

Design, develop and deliver training on records management and records management systems.

Draft quarterly records management newsletters.

Build and facilitate the Records and Information Community of Practice via Microsoft VIVA.

Develop IFC specific guidance and learning materials for IFC staff, IFC new hires, IFC staff leaving the Bank, etc.

Engage with and support Country Offices to comply with their records management responsibilities.

Revise and suggest improvements of training materials.

SharePoint Files solution support (based on Microsoft SharePoint Online)

Functional support to the SharePoint Files application, including but not limited to:

oOptimize the document and records management landscape of selected units.

oIntroduce improvements post implementation.

oApply retention labels to legacy and new content.

oDevelop quarterly monitoring reports on filing trends.

oProvide daily support to clients with functional issues or questions.

Appraisal and Disposition

Perform the appraisal of expired M365 solutions (MS Teams, intranet sites, etc.) and other records.

Support the disposition process for expired digital records.

Support the In-Place Records Management Team with the implementation of records controls in IFC applications.

Support units with the transfer of analog records and guide clients on applying the appropriate disposition authorities to their records.

Other

Participate in discussions and presentations regarding the development, design, enhancements, and gathering of user requirements for information management systems.

Be an active participant in ITSARs day to day projects and responsibilities.

Selection Criteria

Bachelorsor Master’s degreein Archives, Records Management, Information Science, or related field with 2 years relevant experience OR equivalent combination of education and experience.

In-depth understanding and practical experience with standards and good practices for records management, records appraisal, and records disposition.

Experience with the records management solution for the Microsoft 365 platform and/or with using other electronic records management systems.

Ability to develop out-of-box solutions and customizations on Microsoft Office 365 platform and experience with Microsoft Power Automate would be an asset.

Excellent multitasking and organizational skills; ability to plan and prioritize own work, as well as within the context of the needs of the team and resolve competing demands and deadlines; take initiative in thinking about next steps.

Proven ability to develop and maintain good working relationships with staff at different levels across the organization; ability to interact with discretion and diplomacy in a constructive and professional manner; ability to collaborate with other team members and contribute productively to the team’s work and output.

Ability to communicate information graphically in an appealing way for reporting and other communication needs.

Conceptual, analytic, and innovative problem-solving ability.

Hands-on and results-oriented approach.

Excellent oral and written communication skills in English; ability to write concise and accurate reports, and good public outreach skills.

Curiosity in the WBGs work and familiarity with its mission and objectives.
