The Early Intervention Section (EI Section) is within the Division of Child and Family Well-Being (DCFW). The Early Intervention Section works in concert with other programs for women, children, and families, and has a particular focus on very young children (infants and toddlers under the age of three years) who have developmental disabilities or delays or have established conditions that are very likely to result in developmental delay. This focus positively impacts collaboration with the Maternal and Child Health focus on children with special health care needs, as well as on the many initiatives that are preventive in nature, particularly those that are preventive of developmental delays or disabilities.
Primary Purpose of the Position
The primary purpose of this position is to lead efforts with the EI medical team in collaboration with the EI SMT, and CDSA leadership on the assessment and standardization of communication, collaboration, surveillance and evaluation of medical and child health related processes and policies (i.e, screening, referral, eligibility determination, developmental interventions and outcomes, billing coding, data collection) and determine the need for new processes and policies related to the delivery and monitoring of quality EI services for eligible and enrolled infants, children, and families served by the NC ITP. The EI Medical Director (EI MD) will also review and monitor pediatric health and safety related policies and processes across the 16 CDSAs for EI staff and contractors. The EI Medical Director position is also expected to lead and supervise the EI section regional physicians’ efforts to coordinate, monitor, and evaluate the medical and developmental TA, consultation, and training provided to CDSA staff, hospital and community-based health care providers, and other audiences. The EI Medical Director position will be considered part of the EI Section Management Team and work with the DCFW Senior Medical Director. The EI Medical Director will help to create and lead the ITP Medical Team which will include the EI section regional physicians and the DCFW Senior Medical Director.
The EI Medical Director will work closely with the EI medical team, state, and individual CDSA leadership to assess and modify outreach strategies designed to increase the understanding of other disciplines and systems within health care related to the EI philosophy and evidence base, service delivery models, and eligibility criteria. The EI MD will facilitate efforts with EI state and CDSA leadership to increase bidirectional communication and collaboration with multiple partners internal and external to DCFW and NC DHHS. The EI MD will also evaluate needs for medical expertise and services across CDSAs The EI medical director is also expected to facilitate development and implementation of plans for state, local and regional outreach and processes to work with multiple health care professionals who care for and can refer infants and young children to the ITP: primary care providers, hospital nurseries and NICUs, academic centers, specialty providers and other referral sources.

The Early Intervention Division is in the Early Intervention Section of the Division of Child and Family Well-Being, Department of Health and Human Services. The Division is governed by the federal Part C of the Individuals with Disabilities Education Act (IDEA) and is also called the Part C Program or the North Carolina Infant Toddler Program. The North Carolina Early Intervention Section serves as the state lead agency to carry out Part C of IDEA. The federal legislation was reauthorized in late 2004 and has been renamed the Individuals with Disabilities Education Improvement Act.
