For every child,

Medium sized office with a full Emergency Programme component of the Country Program located in the capital city (Port-au-Prince), to have close proximity to government partners, and sustain humanitarian access capacity. This position will strengthen the Haiti CO’s Humanitarian Access capacity within the Emergency Team and enhance retention.

How can you make a difference?

The incumbents will mainly focus on access in the metropolitan area of Port-au-Prince, with some support to other armed gang-controlled areas such as Artibonite. in support of the access specialist, emergency focal points and security officers work to deliver humanitarian action.

1.1 Humanitarian Negotiations & Community Engagement (30%)

  • Support the Access Specialist in the development of strategies and plans for engagement with armed actors, in accordance with UNICEF policies and guidelines.
  • When required, support in engagement in humanitarian dialogue with armed actors under the guidance of the Access Specialist to enable and facilitate humanitarian assistance to the population and in particular to children.
  • Support the Access Specialist in the development of tools, approaches and lessons learned in relation to engagement with armed actors.
  • Support in developing a methodology for improving acceptance in relevant communities as determined by the Access Strategy.
  • Support the Access Advisor in meeting with partners engaged with UNICEF in humanitarian assistance and discuss principles of engagement and access.
  • Maintain regular communication with community leaders and stakeholders in Communities where UNICEF is engaging.
  • Undertake any other task as required by the Access Specialist.

1.2 Coordination: (20%)

  • Provide administrative support for the access focal point group, including by drafting meeting minutes, following up on action points, trainings and ensuring active engagement.
  • Support UNICEF sections in the implementation of their activities by ensuring coordination and follow up with the field actors for access.
  • Participate in technical internal and external (inter-agency) meetings and follow up on action points and decisions taken with regular feedback.

      1.3 Project Monitoring: (20%)

  • Follow up on projects relevant to humanitarian access, including for community acceptance, engagement and CVR, aimed at strengthening access to communities.
  • Support the Access Specialist to follow up on the implementation of UNICEF guidelines on engagement with armed non-state actors.
  • Support in monitoring the performance of the access strategy.
  • Support on the development of response plans, proposals and follow up on grants and budgets for projects on access – quick impact.

   1.4 Reporting (15%)

  • Support in the development of drafts reports (inc. mission reports and sitreps), concept notes for operations as well as presentation.
  • When required, support reporting to the ARMF and other inter-agency mechanisms.

1.5 Learning (15%)

  • The staff will attend and complete various training and webinar to build his/her capacity on key issues relevant to humanitarian access.

To qualify as an advocate for every child you will have…

  • Education :
    • A bachelor’s degree in social sciences, conflict studies, sociology, anthropology, gender, political science, negotiation, strategic management, or disciplines relevant to negotiations in complex environments

    Experience:

    • A minimum of one (1) year of relevant professional experience in areas related to humanitarian contexts, in emergency response and /or preparedness in settings with armed non state actors, community violence reduction (CVR), and/or peacebuilding.
    • Knowledge of Haiti’s history, in particular in relations to armed groups, dynamics and regions of comparable complexity is highly desirable.

    Language Requirement:

    • Fluency in French and working knowledge of English are required.
