Summary

Medical Director (PHT) is responsible for administration of all medical and professional services provided by the medical program. The incumbent maintains effective lines of communication with the medical, nursing, social work and management staffs and coordinates the development, implementation and the evaluation of standard of patient care.

Responsibilities

Plans, develops, implements and evaluates all medical and ancillary services at the clinic /center of responsibility. Ensures that all patients presenting themselves for primary health care services are provided with the appropriate diagnostic, treatment services and proper disposition of their particular needs. Performs medical examinations, evaluations, assessments, diagnoses, and treatment to System patients. Provides medical consultative services to other medical personnel in the clinic/center of responsibility, specifically related to overall patient management. Assists, implements and achieves the medical goals and objectives for the clinic/center of responsibility. Ensures that all medical services meet or exceed standards required by the Joint Commission of Accreditation of Hospitals and State of Florida Licensure requirements. Monitors and evaluates present and future needs for medical/diagnostic services in the clinic/center of responsibility. Recruits, motivates and maintains an effective medical/nurse practitioner staff to carry out assigned responsibilities. Participates in the interview process and recommends candidates to become employees in the area(s) assigned. Participates in the performance evaluation process and serves as the rater for physicians supervised. Disciplines, recommends adverse actions to be taken against physicians they supervise, as may be necessary. Ensures that the clinic is adequately staffed, and delegates designee to act in absence. Ensures providers meet productivity standards. Prepares and presents performance evaluations to assigned staff. Promotes communication via scheduled meetings with administrative staff and medical care providers. Provides direct patient care on a daily basis and provides all necessary medical record documentation including Medicare/Medicaid and third party payers’ requirements. Works as scheduled and may rotate through System. Prescribes pharmaceuticals, other medications, and treatment regimens as appropriate to assessed medical conditions. Refers patients to specialists and to relevant patient care components as appropriate. Directs and coordinates the patient care activities of nursing and support staff as required. Follows established departmental policies, procedures, and objectives, continuous quality improvement objectives, and safety, environmental, and/or infection control standards. Performs miscellaneous job-related duties as assigned. Attends Medical Staff meetings and participates with/on JMH committees/sub-committees. Participates in utilization review, quality assessment and improvement programs to improve patient care. Provides medical consultative services to other medical personnel, specifically related to overall patient management. Maintains current standards of acceptable medical practice. Participates in educational programs specific to patient care. Involves patients (and family, when necessary) in the decision making process about treatment. Meets productivity standards. Attends meetings and conferences, as directed. Participates in mandatory educational programs, in-service/training courses to maintain job competency skills. Maintains effective communication and working relationships with JHS medical personnel in the community. Collaborates with Radiology, Pathology, Surgery, Medical Oncology, and Nursing in the clinical management of patients. Performs all credentialed medical procedures according to standards, including time-out protocols. Participates in the development, implementation and evaluation of the continuous Quality Improvement Plan to identify improvement opportunities. Clearly communicates the organization mission and vision to all staff. Performs other related duties and tasks as directed. Completes biopsychosocial evaluation assessments for assigned inmates (i.e. major life milestones and accomplishments, history of adjustments to major life events, stressor and losses). Provides effective assessment of presenting problems and crisis intervention/problem resolution. Designs comprehensive exit plan for each client assigned. Refers them to the proper form of treatment. Plan in conjunction with client, care giver, case manager and or other external parties to coordinate activities that will help therapeutic goals. Effectively utilizes community resource in dispositional planning and aftercare specific to inmate population. Identified and addresses psychosocial factors that may interfere with or impact the treatment processes; and informed other team members accordingly. Maintains established client caseload. Keeps accurate records up to date of all intervention related to each case. Performs other related duties as assigned. Collaborates with multidisciplinary team in provision of direct patient care. Participates in the development of grant proposals for future funding of the program. Maintains records and prepares reports and correspondence related to the work. Experience

Generally requires 10 or more years of related experience. Leadership experience is required.

Education

Doctorate degree in Medicine is required.

Credentials

Valid Florida Medical License, DEA and board certification are required. Other specialty certifications related to specialty are a plus.

Working Conditions

Physical Requirements – Job function requires frequent sitting, standing or walking for extended period of time. Must be able to carry objects weighing up to 20 pounds. Jobs in this group require frequent visual acuity to perform activities related to extended use of computers.
