Purpose of the Role
The Engagement Plan Consultant will be required to:
Support Art UK to develop a multi-stranded activity plan for delivery across the UK, with the final activity plan produced and costed by Art UK. The consultant will evaluate existing and potential audiences and provide recommendations to the team that support the ambitions of the project to reach a broad and diverse audience. The plan should cover a range of engagement opportunities, including online and in-person, and factor in differing audience needs including access to digital technology and language (e.g., Welsh language needs).
They will work alongside a Creative Tool Consultant to ensure that uptake of the Creative Tool is factored into the activity plan, and an Evaluation Consultant to ensure that all elements of the activity plan have been considered in the Evaluation Framework for the delivery phase.
Contract Type: Freelance consultancy
Duration: 9 days (March to May 2026)
Fee: £10,000+VAT
Location: Remote (UK-based)
Reporting to: Head of IPR and Licensing

Project timetable and milestones
Feb/March 2026 – Introductions, requirements and review
March 2026 – Meet with Art UK teams, gather data on audiences, desk research
April 2026 – Creative Tool recommendations report delivered, liaise with Creative Tool Consultant on recommendations for activities to include in plan.
May 2026 – Recommendations report due, provide guidance to Art UK team on development of the draft activity plan
August 2026 – Draft delivery phase application, including draft activity plan
November 2026 – Delivery phase application deadline

Ideal Consultant Profile
Experience in developing and implementing engagement plans
Experience in developing digital engagement strategies
Experience of training and supporting others
First-class written and spoken communication skills and the confidence to engage effectively with a range of people
Self-motivation and reliability
Experience of working on National Lottery-funded educational or activity projects Significant knowledge and familiarity with the ‘Evaluation Good Practice Guidance’ set out on the NLHF website and good understanding of NLHF’s four investment principles under its 10-year strategy, Heritage 2033, and their application to this project.
