Qualifications and Education Requirements:
Degree (or equivalent) in relevant field i.e., International Development, International Relations, Public Relations, Economics, Politics,
General Work Experience:
- Strong experience and track record in a managerial position within the humanitarian sector
- Strong experience in project and programme ideation, design, and implementation
- Experience in policy production and implementation
- Experience in team and capacity building, and experience in managing people particularly from a HR perspective
- Experience in building strong relations and networking with key people within the local, national and international levels, including with various UN agencies, I/NGO, Forums etc
- Collaborating in multi-national organisational problem solving in complex organisations.
Understanding of Palestine and Gaza legislative and regulatory context desirable

The Gaza Field Manager will take a leading role in establishing the Gaza office and its operations. This will involve producing and implementing key policies and procedures, building a team by managing the office’s recruitment and HR requirements, promoting the organisation’s objectives through forging excellent relationships with stakeholders at all levels, and leading on programmes, projects, and proposals for the benefit of our beneficiaries.
Objectives:
- Support the Gaza Office Manager to establish the office and operations, including policies and standard operating procedures
- Lead on project implementation and proposal development, proposing and developing project ideas
- Represent AFH Palestine locally, nationally and internationally to important stakeholders, forging partnership opportunities and funding opportunities, and act as an ambassador of the organisation, presenting the organisation in the best possible light
Manage the HR requirements of the Gaza office staff
Accountabilities:
Office Establishment and Operations:
- Develop and implement recruitment policies, standards, and operational procedures (SOPs) to establish and maintain an efficient office environment.
Project Implementation and Proposal Development:
- Lead the implementation of AFH projects in Gaza and ensure timely submission of Concept Notes and project proposals to AFH international office.
- Liaise closely with relevant colleagues in the Programmes team at AFH International office to ensure smooth implementation and continuous improvement of AFH projects in Gaza.
Representation and Networking:
- Represent AFH Palestine within UN clusters, working groups, and NGO forums to promote the organisation’s mission and objectives.
- Enhance AFH’s capacity to secure institutional funding from local sources.
Strategic Decision-Making:
- Make significant decisions related to office operations that impact all employees.
- Actively contribute to creating a safe, healthy, and motivating work environment.
- Participate in identifying the organisation’s intervention areas.
Communication and External Relations:
- Communicate the organisation’s overall vision and mission to the community and external stakeholders, ensuring alignment with organisational goals.
- Represent the organisation in media interactions related to our work, following coordination with the Gaza Office Manager
- Strengthen coordination with local councils and organisations operating in the region.
Community Engagement:
- Oversee the coordination with key community figures and active groups on the ground, including:
- Clarifying intervention areas, activity objectives, and duration.
- Promoting community involvement in AFH activities.
- Encouraging understanding of AFH’s approach and fostering community participation for the benefit of beneficiaries.
Policy Development:
- Propose, produce, and implement policies and procedures to address gaps identified during project implementation.
Human Resources Management:
- Manage office staff attendance, working hours, vacation schedules and other HR needs.
Project Ideation, Design and Implementation:
- Propose and develop project ideas, especially in emergency and natural disaster situations, and contribute to project design when sufficient time allows.
- Implement and oversee approved projects, while ensuring the implementation of key principles of project management, including efficiency, cost control, impact maximization, and accountability.
- Make sound, evidence-based, principle-led strategic decisions in relation to the office, its operations and its staff
