Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through the FAO Strategic Framework by supporting the transformation to MORE efficient, inclusive, resilient and sustainable agrifood systems, for better production, better nutrition, a better environment, and a better life, leaving no one behind.
FAO’s Subregional Office for the Caribbean (SLC) is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing food, agriculture, and rural development priorities in the sub-region. It develops and maintains relations with subregion-wide institutions including regional Economic Integration Organizations (REIOs).
The Subregional Office is a subsidiary of FAO’s Regional Office for Latin America and the Caribbean (RLC), in Santiago, Chile. SLC is located in Barbados and is responsible for 13 countries of the subregion.
SLC houses the FAO Multi-Country Office for Barbados and six OECS (Organization of the Eastern Caribbean States) countries (Antigua and Barbuda, Commonwealth of Dominica, Grenada, St Lucia, St Kitts and Nevis and St Vincent and the Grenadines).
The position is located in the Subregional Office for the Caribbean (SLC) in Bridgetown, Barbados.

Reporting Lines

Under the overall guidance of the FAO Sub-Regional Office for the Caribbean, the general supervision of the SLC Policy Officer, and the technical supervision of the RLC/SLC/SLM Fisheries Team, the Consultant will provide technical support to FAO’s development of the fisheries and aquaculture programme in the region.

Technical Focus

The Fisheries and Aquaculture Consultant is expected to provide expert advice and technical support to the development and implementation of sustainable fisheries and aquaculture practices, policies, and projects.

Tasks and responsibilities

• Support the planning, coordination, monitoring and reporting on SLC fisheries and aquaculture portfolio.
• Provide technical oversight for the implementation of selected SLC fisheries and aquaculture projects. This includes technical backstopping missions, preparing progress reports and ensuring that projects are on-track with target impacts.
• Identify challenges, opportunities, and gaps in the fisheries and aquaculture sector. This includes reviewing existing policies, management frameworks, and strategies.
• Develop advice to SLC member countries on sustainable strategies for fisheries management, stock recovery, and aquaculture practices. This includes advising on innovative technologies and best practices for improving productivity and sustainability.
• Provide recommendations for strengthening governance, regulatory frameworks, and compliance mechanisms. This includes advising on the development of policies aligned with international and regional standards and agreements/tools (e.g., FAO Code of Conduct for Responsible Fisheries and related instruments).
• Support the development and implementation of training workshops for stakeholders, including government agencies, local communities, and private sector operators.
• Participate in resource mobilization activities in accordance with the FAO Corporate strategy.
• Contribute with fisheries and aquaculture inputs to regional events/fora as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced degree in Fisheries Science, Marine Biology, Aquaculture, Environmental Management, or a related field.
• 5 to 10 years (Category B) of experience in fisheries and aquaculture management, with a strong emphasis on sustainability.
• Working knowledge (level C) of English.

• Experience in planning and implementing research and/or development programmes in sustainable aquaculture and its integration with other agricultural sectors.
• Demonstrated results-based management capabilities with an ability to manage programmes, budgets and human resources efficiently.
• Depth of knowledge of current global issues, trends, constraints and research needs related to sustainable aquaculture.
• Experience in organizing national and regional meetings, seminars and training courses.
• In-depth knowledge of international fisheries management policies and frameworks.
• Proven track record in providing strategic advice and capacity-building in the fisheries and aquaculture sector.
• Excellent communication, analytical, and project management skills
