As a unit within the WB Operations and Corporate (ITSOC), the Data and Analytics unit (ITSDA) provides state-of-art information and technology applications to support data management for the World Bank Group. Functions provided ensure that the systems meet the data needs of users and external clients to manage business processes for the World Bank. The current technology landscape encompasses Cloud-based data platforms (Azure and AWS), Data Bricks, Oracle, SQL Server, Power BI,  DBT, .Net, HTML 5, Angular/React, JavaScript, CSS Frameworks, SharePoint, and many others. Our plans are to continue to integrate business requirements and build data-driven products.

ITSDA is seeking an IT Officer to play the role of a Full Stack Solution Architect as part of the ITSDA to help ITSOC reach its goals of optimizing its global delivery model. She/he will focus on designing and managing the next-gen data products/solutions that support our data management, data integration, data use, and data science functions. The candidate must have strong technical and communication skills. The Specialist will also focus on creating innovative approaches to support the many emerging data product needs across the Bank by establishing frameworks, patterns, and solutions that can be rapidly and securely deployed to best enable the business.

Duties and Responsibilities:

• Interface with business analysts, project managers, and/or clients to understand product requirements and develops technical specifications for implementation.
• Design and develop enterprise grade data-driven products / solutions leveraging Cloud platforms (Azure/AWS), Data platforms (Databricks, Dataverse), API standards (Open API), modern front-end frameworks (Angular/React), data visualization libraries (d3.js/JavaScript) etc.
• Ensure that the technical solutions supporting the unit’s operations initiatives are successfully delivered leveraging technology and architecture best practices.
• Providing technical guidance, create relevant solution artifacts and reviewing the project deliverables to ensure alignment with WBG standards and guidelines.
• Interact with the Enterprise Architecture (EA) and Office of Information Security (OIS) teams to ensure that solutions are built in adherence with the defined enterprise architecture and enterprise security standards.
• Interface with multiple functional and technical teams to better understand dependencies, priorities and develop product roadmaps.
• Effectively plan, schedule and track work program deliverables leveraging agile methodologies.
• Staying abreast of new technologies, market trends, experiment new tools and emerging solutions that is in line with organization’s strategic goals.

Selection Criteria:

• Master’s degree with 5 years relevant experience OR equivalent combination of education and experience.
• Strong experience as a technical lead, responsible for designing, developing, and managing data-driven products and solutions to support data management, dissemination, visualization, and analytical capabilities.
• •Minimum 2 years of experience in integrating product capabilities with the following cloud-based platforms / services – Databricks, Azure Data Factory, Azure Data Lake Gen 2, Azure SQL / Azure Cosmos DB, Azure AI search, Azure OpenAI, Azure API management, Azure AD etc.
• Minimum 2 years of experience in design and development of web applications leveraging modern front-end frameworks / libraries – Angular/React, d3.js, Highcharts, Bootstrap etc.
• Strong ability to enhance data product capabilities by embedding artificial intelligence (AI), machine learning (ML), and other emerging technologies.
• Excellent verbal and written communication skills and ability to communicate well with all stakeholders at all levels, technical as well as non-technical.
• Excellent organizational skills, able to prioritize tasks and complete them with minimal supervision and follow-ups.
• Strong knowledge of technical processes and life cycle methodologies (Agile, DevOps) from project management to software development and execution.
• Good team player with strong interpersonal skills, including the ability to work as a member of a multi-disciplinary and multi-cultural team, and network effectively across geographies and time zones.

The following are a plus:

• Sets challenging goals that align with the WBG mission and is always looking to improve.
• Understanding of World Bank business processes & technology landscape supporting data platforms/products.
• Experience in building products leveraging Scaled Agile Framework concepts
