SENIOR ASSISTANT, FINANCE, ADMIN AND PROCUREMENT- ZAMBIA
The country programs of GGGI Uganda, Zambia and Angola are in the process of consolidating their back-office functions to ensure effective support is provided to the country programs regarding project monitoring and evaluation, finance and procurement, recruitment, communications, resource mobilization and other key functions relevant for the operations and strategic development of the country programs. GGGI has a diverse portfolio of projects and project proposals across these countries which include climate finance, green cities and industries, circular economy, e-mobility, sustainable landscapes and climate action. Over the 2025/2026 cycle 8-12 projects are expected to be implemented across the three country programs.
GGGI Zambia is hosted at the Ministry of Green Economy and Environment (MGEE) which is mandated to promote the effective and sustainable use of the environment while facilitating support in implementing adaptation and mitigation activities that address the urgent effects of climate change in the country. GGGI’s Zambia Country Program is expanding and will soon start the implementation of the four-year, EU-funded “Enhancing Zambia’s Nationally Determined Contributions (NDC) Implementation (EZ-NDC)” project which aims to advance Zambia’s climate-resilient transition towards green growth and a decarbonized, environmentally friendly and inclusive economy.
The project objectives are to support improved implementation, quality and effectiveness of Zambia’s climate change agenda and improving the accountability and efficiency of Zambia’s integrated Monitoring, Reporting and Verification system (iMRV) at national and sub-national levels. The project aims to achieve this by strengthening the capacity of the lead Ministry to coordinate and mainstream climate change and NDC related policies, build opportunities to improve strategic communication and awareness on NDC implementation including broader participation in climate action by civil society, academia, women and youth. The project will also support the operationalization of an Enhanced Transparency Framework (ETF)-compliant national iMRV system and enhance the capacities to collect, process and report on climate change and NDC-related national and sub-national data.

POSITION SUMMARY
Under the direct supervision of the GGGI Country Lead, the Senior Assistant will support the Zambia Country Program to implement its growing portfolio of projects. The role will be full-time and support the GGGI Uganda, Angola and Zambia Country Representative, the GGGI Zambia Country Lead and GGGI’s Project Managers in the country in the day-to-day basic transactional and implementation of projects including but not limited to 1) preparing estimates, budgets, forecasts, reports, and other submissions as may be required; 2) leading procurement process and facilitating the recruitment processes related tasks; 3) arranging and facilitating workshops, multi-stakeholder consultations and any bilateral meetings with the Government of Uganda (GoU) and key stakeholders, and providing backstopping as needed 4) supporting other administrative related tasks. The staff will be based in Lusaka, Zambia at the GGGI offices in MGEE.
PURPOSE
- Preparing estimates, budgets, forecasts, reports, and other submissions as may be required.
- Leading the procurement process and facilitating recruitment processes related tasks.
- Support Zambia’s Project Managers and Project Teams to facilitate effective communication and decision-making between GGGI, GoU and all stakeholders to ensure ongoing stakeholder cohesion and effective process management.
ENGAGEMENT
- Maintain a good working relationship and share relevant information with stakeholders at an administrative level.
- Represent GGGI externally as part of the project team at meetings with the MGEE, the EU and other key stakeholders.
- Support the project team to facilitate engagement with the relevant stakeholders as part of the development of the enhanced capacities for NDC implementation in Zambia.
DELIVERY
The Senior Assistant will work closely with the country team and related government institutions at the national and sub-national level to deliver on the day-to-day project activities and will ensure that the following deliverables:
- Prepare and assist reconciliation of bank, cash and DOAC (Defrayment of Attendance Costs).
- Prepare all payments, cash withdrawal by bank and clearing cash advances, Enter all payment vouchers, receipt vouchers and other journals into Agresso on daily basis,
- Assist in monitoring of monthly program expenditure.
- Assist in coordinating and managing GGGI wide audit which include internal and external audit.
- Provide support for invoice registration and payment, process Travel Claims (TCs), other travel entitlements such as Daily Personal Expenses (DPE) and Terminal Expenses for consultants, meeting participants and other official travelers. – Assist in preparation of quarterly travel plans. Provide information and advice to the office, staff, and consultants about travel services as permitted by the rules.
- Assists in the organization of conferences, meetings, seminars, and workshops requesting, collecting and recording all information, processing expense claims and reports on behalf of meeting participants, contributing to the management of the event/meeting including logistics, security, protocol, hospitality.
- Prepare and manage estimates, budgets, forecasts, reports, and other submissions as may be required.
- Lead the procurement process and facilitate the recruitment process-related tasks.
- Supporting other administrative related tasks related to the project and grant agreement.
REQUIREMENT
QUALIFICATIONS
- Bachelor’s degree in business administration or related fields.
- Fluency in written and spoken English.
- Preferred minimum 2-3 years of relevant professional experience in Zambia.
- Good team player who can work as a multi-disciplinary and multi-cultural team member.
- Familiarity in working with international donors and government agencies in Zambia is a strong asset.
- Ability to work with a range of stakeholders, including academia, banks, non-bank financial institutions, capital markets authorities, microfinance institutions, government officials, project investors, and CSOs.
FUNCTIONAL
- Experience in budgeting, reporting and project administration.
- Experience in capacity building and multi-stakeholder engagement
- An understanding of green growth and climate change in Zambia
- Demonstrated experience in project management support activities.

WORKING CONDITIONS
The Senior Assistant is an X5 grade level in GGGI’s national scale. Determination of base salary is subject to candidate’s experience, academic background, and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance. This is a national position and does not include relocation benefits.
