Job description

As part of the management of the National Centre for Sustainable Energy (CNED), you will make an important contribution to modernising the infrastructure and promoting increased energy efficiency in Moldova. The outdated building stock is placing an increasing financial burden on residents and public bodies, especially since the energy crisis caused by the Russian war of aggression in Ukraine. The Ministry of Energy and the CNED have therefore developed large-scale programmes to promote energy efficiency and renewables in the building sector, which are to be initiated and expanded with international support. In the field of public buildings, SuperESCO is the main instrument for energy-efficient refurbishment with the help of public funds and loans. The corresponding implementation unit is currently being set up at the CNED and is to be managed and further developed with international expertise.  

Your Tasks

• Leading of the SuperESCO project implementation unit within the National Centre for Sustainable Energy (CNED)
• Steering the selection process of grant recipients and subsequent grant implementation
• Financially managing the SuperESCO programme in accordance with the underlying regulations and requirements for transparency and compliance
• Evaluating the impact of the programme and reporting to higher-level bodies and international donors and banks
• Advising and supporting programme participants with regard to the application and processing of funding in administrative, procedural and technical terms

Your profile

• Master’s degree in business administration, finance, management, engineering or administration science
• At least 7 years of professional experience in the energy sector with a focus on public infrastructure or financing mechanisms
• practical experience in the field of energy performance contracting, ESCOs and/or policy advice on energy services and contracts
• Ability to work in a team and intercultural competence
• Business fluent in English
• Knowledge of Romanian or Russian is an advantage, but not a requirement
