Job Description:

The Health Educator position is assigned to the Grant Parish Health Unit to support the WIC (Women, Infant, and Children) Nutrition program. The incumbent reports to the RN Supervisor A and may perform the following duties.

60% Identifies and assigns the appropriate risk factors. Interprets state policy and procedures regarding the federally funded supplemental Women, Infants & Children Nutrition Program (WIC). Implements state policy by providing certification and recertification services to eligible clients in the parish health unit. Serves as a Competent Professional Authority (CPA) for the WIC Program, including determining eligibility for WIC, evaluating lab values, nutritional requirements, and prescribing food benefits. Performs nutritional assessments by evaluating anthropometric measurements, HGB, nutritional diet histories, and medical and social histories.

Develops care plans, counsels and monitors the progress of intervention. Provides nutrition education based on the nutritional assessment and the appropriate risk codes. Provides referrals to other state and local services that assist the needs of the participants to reach healthy outcomes.

Issues WIC benefits as prescribed and maintains security as mandated by policy.

Collaborates with local pedestrians and hospitals as it pertains to WIC participant’s needs.

Fluent in using the language line.

35%Provides breastfeeding support to WIC participants. Facilitates links to medical support in the area of breastfeeding concerns as needed by WIC participants. Works directly with the WIC Peer Counselors. Provides breastfeeding bag education as well as demos the use of breast pumps to the participants. Assist with maintaining breast pump logs and issuance. Maintains logs for return formula and organizes the pickup of the excess formula with the food bank. Assist with providing a special formula order monthly, entering the formula in inventory, as well as issuing the formula from inventory while following state mandated policies and procedures.

Provides technical assistance and in-service training to health unit staff in the area of computer data entry (LAWIN) as it pertains to WIC certification, recertification and other WIC services. Performs intake data entry when necessary to facilitate the delivery of WIC services. Assist with training new employees and dietetic students.

5% Performs anthropometric measurements and hemoglobin testing on WIC participants as necessary to facilitate the certification and/or recertification process. Assist the Nutrition Educator as needed with the Nutrition Education Classes and loading the EBT cards with benefits. Helps plan and initiate events for National Nutrition Month, Breastfeeding Month, Farmer’s Market Day and any other outreach event deemed appropriate. Participates in assigned meetings. During a disaster situation, must report, as assigned to a Medical Special Needs Shelter (MSNS) or to the Health Unit. When assigned to the MSNS, incumbent is to report to the designated shelter. Perform duties assigned by the appropriate Incident Command (ICS) Staff Section Chief.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree in nutrition, dietetics, human ecology, home economics, family and consumer sciences, health promotion, pre-medicine or nursing.

SUBSTITUTIONS:

An associate degree in nutrition, dietetics, human ecology, home economics, family and consumer sciences, health promotion, pre-medicine or nursing plus two years of experience working as a WIC Clinic Nutrition Educator in the State of Louisiana will substitute for the baccalaureate degree.

Twelve semester hours in food and nutrition or dietetics plus three years of experience working as a WIC Clinic Nutrition Educator in the State of Louisiana will substitute for the baccalaureate degree.

Twelve semester hours in food and nutrition or dietetics plus three years of experience working in patient care will substitute for the baccalaureate degree.

NOTE: Any college hours or degree must be from an accredited college or university.

Examples of Work

Serves as a Competent Professional Authority (CPA) for the WIC Program, including determining eligibility for WIC, evaluating lab values, nutritional requirements, and prescribing a food package.

Performs nutritional assessments of individuals or families by evaluating anthropometric measurements, urinary and serum lab values, nutritional (rather than 24 hr recalls or diet histories), medical and social histories.

Develops care plans, prescribes food packages, counsels and monitors the progress of intervention in a parish health unit or a satellite clinic of a parish health unit.

Networks with other health professionals, such as private physicians/nurses, in the development and implementation of interagency information/referral systems to identify patients with nutritional problems and needs.

Conducts monthly mandatory outreach (health and medical organizations, religious/community agencies, social service agencies) to improve access to the Louisiana WIC Program.

Conducts federally mandated vendor monitoring of Louisiana WIC approved vendors by: Visiting the stores to document the inventory for compliance with minimum stock levels of approved WIC foods; Assuring adherence to WIC Food Instrument redemption procedures; Providing training to management and cashier staff regarding food packaging changes or any policy changes relative to WIC Food Instrument redemption; Securing a vendor or designated staff signature; Gathering information regarding grocer/patient complaints or allegations of fraud; Forwarding information to the Vendor Manager in the Nutrition Services central office in the Office of Public Health when applicable.

Provides breastfeeding support to WIC participants and women in the parish community and facilitates links to medical support in the area of breastfeeding concerns as needed by WIC and non-WIC parish residents.

Serves on the parish health unit personal health management team responsible for the activities related to the federally required annual management evaluation process.

Collects and evaluates health data to develop health promotion programs.

Consults with Regional Administrators and Nutritionists in planning and developing health promotion programs.

Conducts health promotional activities, provides health information and training to agency staff and other agencies, and develops health promotion materials for staff, other agencies and residents in the region.
