To ensure effective implementation of WHO’s collaborative programme in Bhutan; Harmonization and alignment of WHO support with national processes and systems; effective mobilization and utilization of resources within the framework of the regional programme budget; close cooperation and coordination between WHO and the Royal Government of Bhutan, UN agencies and other external partners; support and collaborate with Ministry of Health for further development and implementation of national policies and strategies which ensure equitable and universal access to quality health care.
Under the overall guidance of the WHO Representative and direct supervision of NPO (Administration,Planning and Programme Management), and in close collaboration with concerned officials of the Ministry of Health, Royal Government of Bhutan (RGoB) and in consultation with technical units at WHO/HQ/SEARO, the incumbent will perform all or part ofthe following, and other related responsibilities as required by the needs ofthe office:Work under the guidance of the head of the WHO country office and in coordination with all technical focal points at the regional and headquarters levelsProvide elements of, and support the mobilization of technical advice to the government and national stakeholders for the design, implementation, and evaluation of national health policies for health system strengthening to move towards Universal Health Coverage (UHC)Leverage knowledge of the national context to support the capacity of national stakeholders to organize and lead an effective health-policy dialogue andreform implementation process including having strategic intelligence on key health system reform issues, focusing on priority areas of health financing, public health, primary care, health workforce and governance. Contribute research to the development of an aligned, service-delivery vision tostrengthen public health and primary care services to better prevent and control communicable and noncommunicable diseases. Contribute research to transforming health financing arrangements for UHC includingimproving governance and accountability.Support the alignment of other critical system functions (such as human resource andaccessible policies for medicines and technologies, as well as strengthened governance arrangements).Support the implementation of a monitoring and evaluation framework for HSS, agreeable to all stakeholders, with communicable and noncommunicable diseases healthtargets, linked to the Sustainable Development Goals (SDGs).Research models and approaches in evidence-informed, health policy implementation andhealth systems’ strengthening to facilitate learning and capacity building inpolicy making at national level.Identify synergies and networking opportunities between the WHO country office and otherUN organizations, non-state actors, and international donors towards theimplementation of health systems transformation at the country-level.Contribute to establishing and strengthening links and partnerships with public andprivate institutions, non-governmental agencies, and scientific bodies, for the exchange of information, coordination of activities and implementation of sector wide approaches.Demonstrate the impact of reforms on health outcomes and UHC through supporting the facilitation of impact evaluations in the areas of health financing, public health, and primary care.
Essential: A university degree(bachelor’s) in a relevant field, such as public health, health policy, health systems management or another relevant field.
Desirable: Training or specialization in health systemsand/or health planning, management, or heath economics.
Essential: A minimum of one year of work experience relevant to the position (in health-sector policy, strategy development, and planning) at the national level. Some experience is required in a governmental institution or international organization serving (i) resource-limited countries or (ii) middle-income countries.
Desirable: Experience in health sector assessments analyses, evaluation, and reporting
Technical knowledge of policy implementation, planning, monitoring, and evaluating health systems.Knowledge of one or more of the following:primary-healthcare-based health systems, health systems transformation and reform.health financing policy analysis for universal health coverage.Excellent oral and written communication,including for reports, presentations, and technical documents.Ability to integrate,synthesize, and develop communications for health-policy concepts and ideas

Remuneration comprises an annual base salary starting at BTN 1,209,752 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
