OBJECTIVES OF THE PROGRAMME

TheDivision of Country HealthPolicies and Systems (CPS) assists countries in the Region with the design andimplementation of appropriate health policies and systems to strengthenuniversal health coverage. It works to strengthen data-driven,evidence-informed, contextually tailored health policy development andimplementation at national, regional and local levels, taking an inclusiveapproach across the life course. The Division advocates strengthening of publichealth leadership, focusing on implementing policies that are people centred,promote health, prevent illness, and address the social and economicdeterminants of health, while fostering leadership on equity, human rights andgender mainstreaming in health. It focuses on building capacity for healthsystems innovation to enable the sustainable delivery of high-quality primaryhealth and community services that are effectively linked to hospitals, andmental health, public health and social care services. To do so, CPS supportscountry efforts to facilitate access so as to leave nobody behind, to improve financialprotection, to strengthen the health workforce, to increase access toaffordable medicines and technologies, and to promote the uptake andimplementation of digital technology.The WHO country office works with the National Authorities toachieve the highest standard of health as a fundamental human right, based onequity and on SDGs principle of leaving no one behind. WHO actions areengrained in the WHO 13th General Programme of Work with its 3 prong objectivesof promoting healthier populations, keeping the world safe through addressinghealth emergencies, and protecting the vulnerable through Universal HealthCoverage. WHO’s mandate revolves around six core functions: (i) providingGlobal Health leadership; (ii) shaping the health research agenda; (iii)setting norms and standards; (iv) articulating evidence-based policy options;(v) providing technical support to countries; and (vi) monitoring and assessinghealth trends. The WHO Country Office is an integral part of the WHO RegionalOffice for Europe. Its main role is to facilitate and coordinate all WHOactivities at country level and to implement the European Programme of Work2020-2025 -“United Action for Better Health in Europe” which sets out a visionof how the WHO Regional Office for Europe can better support countries inmeeting citizens’ expectations about health. WHO at country level delivers this through practical,actionable and country focused solutions to health challenges, keeping inperspective that achieving health and well-being is a whole-of-societyendeavour; This is done through facilitating the implementation of the BiennialCollaborative Agreement with the country and its corresponding workplan. TheWHO Country Office maintains good working relations and ensures informationexchange between the country and WHO, policy and strategic guidance on Healthissues to all national and international partners in the country, provision ofdirect technical expertise when needed and aims at more community engagementand participation, and to promote health equity.

DESCRIPTION OF DUTIES

To support the Ministry of Health and relevant health authorities inUkraine with the aim of developing strategies and actions towards improvementof health services delivery in Ukraine with a focus on primary and specializedcare, health workforce, access to medicines and health products, and tacklinganti-microbiological resistance. Under the supervisionof the Health Emergencies & Programme Lead and with guidance from the WHORepresentative and the Division of Country Health Policies and Systems in theWHO regional office for Europe, the incumbent will assume the followingresponsibilities:Supervises a team of WHOstaff members, consultants and experts in health services delivery;Supports policy dialoguewith the national authorities and health partners in primary and specialized healthcare, health workforce, access to medicines, tackling anti-microbiological resistance, in line with thestrategies and programme priorities established at global, regional andnational level; Coordinates andcommunicates the technical assistance needs in a timely, transparent andefficient manner. This includes communication with both internal and externalstakeholders;Plans and prepares regular virtual conferences, face to facemeetings and follow-up on action points discussed; Participates in preparationof visits of relevant WHO staff to the country through development of missionagenda, communication with national and international stakeholders and othersas required;Provides expert advice tothe national authorities and health partners in regards to primary andspecialized healthcare, health workforce, access to medicines, tacklinganti-microbiological resistance;Organizes tailoredcapacity building activities for national and, if appropriate, subnationalstakeholders and health managers in the country; Supports in preparation ofwork-plans and budgets for WHO technical activities based on technicalassistance needs in the country within the areas of primary and specializedhealthcare, health workforce, access to medicines, tacklinganti-microbiological resistance; develops and prepares technical and financialreports and other relevant documents; Initiates and/orparticipates in the design and implementation of operational research studiesand assists the Member State to translate the findings for evidence basedpolicy development;Raises awareness on theimportance of incorporating a human rights and gender equality perspective inpolicies, workshops, activities as appropriate;Performs other duties inthe scope of the assignment as requested.

REQUIRED QUALIFICATIONS

Education

Essential: University degree(Bachelor’s level) in medicine and/orpublic health and/or management.
Desirable: Specializedcertification in primary or specialized healthcare, and/or healthworkforce, and/or access to medicines, and/or tackling anti-microbiologicalresistance and/or infection prevention and control.

Experience

Essential: At least five years’ experience in health policy and public healthwork focused on health services delivery.
Desirable: Demonstrated experiencein the management of public health projects in the WHO European Region.Experience in team supervision. Relevant work experience with(in) UN, NGOs ororganizations/institutions

Skills

Demonstrated knowledge of public health, epidemiology and particularlyof health services delivery. Ability to design and implement studies, toconduct effective planning, to analyse data and to write concise reports. Indepth knowledge of country context and health systems. Skills to plan, implementand evaluate public health interventions and improve performance on acontinuous basis. Management skills in leading and supervising a team andassigned budget.Ability to identify andmanage one’s own emotions, as well as helping others to do the same.

REMUNERATION

Remuneration comprises an annual base salary starting at USD 52,930 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
