Position:          Livelihood Officer
Reports to:      Senior Manager, Program Operations and Strategy
Location:         Country Office – Gurgaon, with frequent travel to Project sites
Contract Type: Annually Renewed

Position Summary
The Livelihood Officer plays a crucial role in implementing livelihood programs aimed at enhancing the economic well-being and sustainability of communities. This role involves designing, coordinating, and monitoring livelihood interventions, as well as providing technical guidance and support to the field teams and beneficiaries. The Livelihood Officer works closely with project staff, relevant stakeholders and different departments at ADRA India to ensure the effective and timely implementation of livelihood activities. Livelihood Officer shall report to Senior Manager. The position is based at ADRA Country office, Gurgaon with very frequent travels to Baksa, Assam and other livelihood intervention states.
Major Responsibilities:
  • The livelihood officer will be responsible for implementing Livelihood assistance activities of the project and improve the livelihood skills of the vulnerable population
  • Develop and implement livelihood programs and projects in alignment with the organization’s goals and objectives.
  • Conduct assessments to identify livelihood needs and opportunities within target communities.
  • Design livelihood interventions and activities based on assessment findings and in consultation with stakeholders.
  • Provide technical support and training to beneficiaries on income-generating activities, entrepreneurship, vocational skills, and other relevant areas.
  • Monitor and evaluate the progress and impact of livelihood projects, and adjust strategies as necessary to achieve desired outcomes.
  • Coordinate with relevant government agencies, NGOs, and other partners to leverage resources and maximize impact.
  • Ensure compliance with project budgets, donor requirements, and organizational policies and procedures.
  • Document best practices, lessons learned, and success stories for sharing and learning purposes.
  • Prepare regular reports on livelihood activities, including progress, challenges, and achievements, for internal and external stakeholders.
  • Develop and strategize the understanding and process of livelihood approaches, market systems, value chain development, and sustainable development principles.
  • Work closely with Senior Manager Health and Project Manager to strategies, conceptualize, design, develop and implement livelihood project
  • To monitor progress of program activities monthly and share the timely reports.
  • Carry out participatory need based assessments and identify appropriate programmatic intervention of the vulnerable population
  • Support field team with all the technical skills and best practices for smooth functioning of program activities
  • Leverage ADRA’s present livelihood projects and bring in more projects and liasioning   to strengthen the livelihood vertical for ADRA India
  • Develop marketing links for target population to enable them to sustain their livelihoods.
  • Establish links with local employers and entrepreneurs.
  • Support and identify skill training and strengthen the capacity of the community owned structures such as Coordination Committees, JAC, VDC, SHG, Youth Champions etc.
  • Develop and strengthen monitoring and evaluation procedures and build the capacity of the team
  • Coordinate and link with partners, donors, and other stakeholders for better implementation of project activities.
  • Provide ongoing training and support to project staff to maintain consistent monitoring tools and indicators.
  • Assists in preparing reports, documentation, and archiving and managing M&E Data records related to livelihood project.
  • Undertake Field monitoring for project assessments, surveys, coordinating with all relevant stakeholders.
  • Take the lead in establishing accountability mechanisms and ensure Quality control for livelihood projects
  • Attend market linkage forums and build relationships/ rapport with Veterinary services and market linkage opportunities for the farmers.
  • Explore opportunities to establish linkages with government and other stakeholders to leverage production through livelihood interventions.
  • Attending regular project review meetings with the project team.
  • Work with the field staff to establish strong working relationships and provide assistance where necessary.
  • Complete other project-related tasks as requested by the program manager.  
  • Any other duties as assigned by the supervisors.
Qualifications & Skills Required:
  • University degree (or equivalent) preferably in (master’s in social work (MSW), Rural Livelihoods, Rural Economics/Animal Science, Rural Development, Development Studies) or other relevant fields. Post-graduate degree is mandatory.
  • Experience working in livelihoods and sustainability projects for at least 3-4 years
  • Demonstrated leadership and teamwork skills.
  • Skilled in Logistical planning and problem-solving.
  • Experience of working in multicultural settings. Understanding of the political and cultural context of Assam and its districts.
  • Having a good command in written and oral English communication. Preferably can communicate in Assamese or local dialects in district Baksa.
