HR Generalist for Non-Teaching Instructional Staff ( 2 Vacancies)

The HR Generalist for Non-Teaching Instructional Staff will report to the Talent Acquisition and Engagement Manager in the Office of Human Resources at The City College of New York. In addition to the CUNY Title Overview, the HR Generalist duties include but are not limited to the following responsibilities:
- Oversee all employment actions for Higher Education Officer (HEO) series classification, including but not limited to hiring, onboarding, appointment/reappointment and separation processes
- Advise Divisions/Departments on CCNY/CUNY policies and procedures for employment actions and related inquires
- Collaborate with Deans, Vice Presidents and academic units of the campus to administer the search and recruitment process and advise on process
- Work with the Office of Diversity and Compliance as well as the Divisions/Departments to recruit candidates
- Work with departments to prepare and review job descriptions for job posting approval; manage the job posting process through Talent Acquisition Management (TAM) and serve as liaison to advertising agency for external postings
- Secretary of HEO screening committee, oversee entire process; prepare and finalize HEO screening packets for various actions and manage process for HEO screening committee; prepare other relevant documents for meeting; communicate results to departments and ensure approved actions are prepared and transmitted to University HR for approval; prepare and send out relevant letters
- Work with Data Analyst to ensure actions are entered into CUNYfirst and submitted to University Payroll for processing
- Serve as liaison to budget, payroll, timekeeping and benefits in order to ensure onboarding process is completed
- Oversee CCNY VRB process for HEO series; work with departments to review and submit VRB forms to committee for review; inform departments with results
- Track substitute appointments, extensions and reclassifications
- Prepare University HR transmittals for substitute appointments, reclassifications, and other relevant actions, etc.
- Oversee HR functions as they relate to HEO series recruitment, appointment, reappointment, promotions, tenure, etc.
- Review and approve Non-Teaching Instructional multiple position forms for HEO series employees
- Work on Executive Compensation Plan (ECP) actions when needed
- Supervise HR Coordinator for Non-Teaching Instructional Staff
QUALIFICATIONS
Bachelor’s degree and four years’ related experience required.
Preferred Qualifications:
The ideal candidate will have experience working in Human Resources for a Higher Education Institution. A strong customer service orientation, leadership skills, and attention to detail are essential, along with interpersonal, oral and written, communication skills. Experience with PeopleSoft software and Microsoft Office is preferred. The ideal candidate will also be a self-starter who can manage and prioritize a diverse workload. Highly driven, with an ability to work independently, prioritize workloads and efficiently complete tasks in a highly transactional environment.
CUNY TITLE OVERVIEW
Administers various Human Resources functions and programs for one or more employee group(s) exercising discretion and independent judgment.
- Oversees two or more human resources functions for an employee group, such as, but not limited to, staffing, recruitment, employee relations, appointment administration, compensation, human resource information systems (HRIS), training and development, benefits, and/or administration of HR policies, procedures, and programs.
- Ensures human resources functions, programs, and actions are in compliance with university rules and regulations, collective bargaining agreements, employment laws, and college policies and procedures.
- Interprets and provides professional counsel and advice to employees and managers on HR programs and policies, CUNY rules, collective bargaining agreements, and applicable employment laws. Researches and resolves multifaceted human resources issues.
- Recommends new approaches, best practices, policies, and systems to improve office efficiency and services provided.
- Performs related duties as assigned.

COMPENSATION AND BENEFITS
Salary Range: $68,004 – $79,188.Salary commensurate with education and experience.
