Human Resources Officer (Recruitment) – reports to the Head Recruitment Section, P-4 at HQA

Responsibilities

Participates in the administration of day-to-day operations of recruitment services and activities:

  • Prepares and reviews Job Openings (JOs) to ensure compliance with the approved post descriptions .
  • In coordination with the hiring offices, coordinates for technical tests and reviews the screening of applications provided by the Hiring Department against established criteria, raising discrepancies with the concerned department and advising supervisor/s accordingly.
  • Coordinates and oversees with Recruitment Section support staff the administrative and logistical arrangements for interviews; participates and represents the Recruitment Section (RS) in interview panels for international and/or area recruitments and completes interview reports accordingly.
  • In coordination with the supervisor, initiates contact with job applicants and provides support and information to internal and external candidates on matters related to the recruitment process and employment with the Agency, after finalization of each recruitment process. – Coordinates proposals and approvals for the assignment of daily-paid workers, as required. – Advises the Head, Recruitment Section on recruitment issues, bottlenecks and identifies mitigating issues accordingly.
  • Assists in the development of annual recruitment plans, contributing to the refinement of recruitment guidelines and selection procedures and ensuring that recruitments are carried out in accordance with the overall recruitment plan and established guidelines, including gender parity.
  • Produces and assists his/her supervisor in producing periodic and/or other statistical reports on recruitment activities for use inside and outside the Agency, including data on rosters, new incumbent profiles and shortlisted candidates; produces and updates other related reports, including the recruitment section’s weekly report, as required. Provides training on Competency-based interviewing.
  • Contacts counterparts in missions, non-governmental organizations, and national recruitment services with regard to the Agency’s job openings and applications, as required for outreach purposes.
  • Conducts/coordinates Reference Verification or reference checks and clear checks; prepares correspondence with regards to job applicants and responds as per policy to general inquiries from internal and external candidates.
  • Maintains the Recruitment Section’s webpage on UNRWA platforms; creates graphical designs, uploads documents and keeps job openings up to date; circulates Job Openings and uploads on relevant social media platforms, websites and fora.
  • Performs other duties as may be assigned by the supervisor.

Education

  • A university degree from an accredited educational institution in human resources management, public or business administration or a related field.

Work Experience

  • At least five years of progressively responsible relevant experience in human resources management, including two years in recruitment and succession planning is required. A university degree from an accredited educational institution in human resources management, public or business administration or a related field is required. Excellent command of spoken and written English and Arabic is required. Formal training in human resources management is desirable. Are you currently residing in Duty station.
