Background

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). Organizational Context

IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.

IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

IFRC Myanmar Country Office is one of the IFRC Country Offices in the Asia Pacific Region. It provides vital technical, financial and logistical support to the Myanmar Red Cross Society (MRCS) while strengthening its participation in regional and global cooperation during emergency and non-emergency times.

The Senior Officer, Programme Support will be a member of the IFRC country delegation in Myanmar, with a duty station in Yangon.

Job Purpose

The Senior Officer, Programme Support contributes to IFRC country delegation coordination, technical, quality assurance support provided to Myanmar Red Cross Society operations and programmes. This includes MRCS actions conducted at headquarters and throughout its branch network at the state, region and township level.

Job Duties and Responsibilities

Preparedness, Response and Recovery

  • Support the MRCS in conducting needs assessments and design of humanitarian preparedness, response and recovery programmes to meet the humanitarian needs of the population in the highest situation of vulnerability.
  • Support MRCS in data collection and analysis.
  • In coordination with MRCS, support the mobilization of communities, volunteers and staff for programmatic and emergency response activities under IFRC-supported projects and operations.
  • Monitor logistic processes, including procurement compliance and supply chain tracking to the field.
  • Support the delivery of relevant technical support to MRCS for programmatic and operational actions, in coordination with other IFRC CD programmatic and operational staff.
  • Provide technical support for MRCS implementation of distribution of cash and voucher assistance (CVA) and/or in-kind relief under IFRC-supported operations and programmes.
  • Support branch development initiatives, in coordination with other IFRC team members, including training of personnel (staff and volunteers) in various thematic areas, and enhancing response preparedness capacities.
  • Support the MRCS to develop and implement operational standards, tools and procedures that ensure quality, consistency and sustainability of operational and programmatic interventions.

Planning, Monitoring and Reporting

  • Support MRCS in ensuring that planning and reporting requirements are met in a timely and efficient manner.
  • Support MRCS to strengthen its accountability system (narrative and financial monitoring and reporting) so it better responds to internal, partner and external requirements and standards.
  • Support the research and analysis of quantitative and qualitative information on humanitarian trends in Myanmar that aim to inform IFRC strategic support to MRCS and is responsive to current and emerging humanitarian needs and threats.
  • Contribute to MRCS’s enhancement and implementation of a unified and regular monitoring system that reflects its programmatic and operational actions.
  • Organize and participate in field visits to monitor progress of MRCS’s IFRC-supported programmatic and/or operational actions (depending on the security context).
  • Contribute to the preparation of timely and accurate reports for internal and external audiences on MRCS’s programmatic and/or operational actions supported by IFRC.

Cross-cutting Humanitarian Standards

  • Contribute to ensuring that all activities comply with IFRC guidelines and policies (Sphere, Code of Conduct, Principles and Rules for Humanitarian Assistance, Fraud and Corruption Prevention and Control Policy, Safeguarding, PSEA, among others).
  • Contribute to supporting the implementation of a community engagement and accountability approach in which the target population (those directly reached, indirectly reached and those not reached in the catchment area) has access to clear information, feedback mechanisms and input on MRCS programmes/ operations.

Coordination and Engagement

  • Contribute to IFRC country delegation efforts to liaise with Movement components in Myanmar.
  • Contribute to IFRC engagement with external actors to ensure coordination of and complimentary approaches, including attending relevant cluster or coordination meetings.

Education

  • University degree, or equivalent qualifying experience, in relevant area is required.

    Experience

  • At least 3 years of humanitarian, development and/or disaster management programming experience is required.

  • Experience in project cycle management including proposal development, budgeting, and reporting, monitoring and evaluation is required.

  • Field experience in programme monitoring and/or emergencies operations is an asset.

  • Experience of implementing or supporting cash and voucher assistance programming is an asset..

  • Work experience with the Red Cross Red Crescent is preferred.
