The Organizational Setting

Under the direction of Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) is responsible for the development, implementation, monitoring, evaluation, and closure of Technical Assistance (TA) and Technical Cooperation (TC) projects. It drafts agreements and aids in creating country-specific and regional projects and programs by identifying priority areas, developing objectives, activities, and deliverables, setting timelines, and specifying budgetary requirements.

Additionally, under the direction of the CDI Director, the Field Personnel Section (FOS/FRU) recruits international experts to implement Capacity Development and Implementation projects across various Civil Aviation fields and manages the ICAO Roster of Experts.

Major duties and Responsibilities
Function 1 (incl. Expected results)

Develops or reviews and updates existing national provisions related to the establishment of a National Air Transport Facilitation Programme, achieving results such as:

  • Develop and/or review national provisions for the establishment of national air transport facilitation programme as prescribed in ICAO Annex 9.
  • Propose and/or review the scope and components of the national programme.
  • Prepare an implementation plan to the establishment of a National Air Transport Facilitation Programme and/or interview stakeholders and conduct gap analysis.
  • Define roles and responsibilities of key stakeholders.
Function 2 (incl. Expected results)

Develops or reviews and updates existing national provisions related to the establishment of a National Air Transport Facilitation Committee, achieving results such as:

  • Develop and/or review national provisions for the establishment of and National Air Transport Facilitation Committee as prescribed in ICAO Annex 9.
  • Propose and/or review the scope, members, and tasks of the National Facilitation Committee.
  • Set deliverables for the implementation plan related to the establishment of a National Air Transport Facilitation Committee and/or interview stakeholders and conduct gap analysis.
  • Assign roles and responsibilities of key stakeholders.
Function 3 (incl. Expected results)

Develops or reviews and updates existing national provisions related to the establishment of Airport Facilitation Committees, achieving results such as:

  • Develop and/or review national provisions for the establishment of Airport Facilitation Committees as prescribed in ICAO Annex 9.
  • Propose and/or review the scope, members, and tasks of the Airport Facilitation Committees.
  • Prepare an implementation plan related to the establishment of Airport Facilitation Committees and/or interview stakeholders and conduct gap analysis.
  • Establish a reporting and coordination mechanism.
Function 4 (incl. Expected results)

Prepares/reviews action plans on establishment of a National Air Transport Facilitation Programme and National Air Transport Facilitation Committee, achieving results such as:

  • Provide/review basic action plan outlining major components of National Air Transport Facilitation Programme and National Air Transport Facilitation Committee.
  • Establish a reporting and coordination mechanism between the CAA and other key facilitation stakeholders in light of COVID-19.
  • Conduct on-line awareness webinars (max. 3 hrs. each) on National Air Transport Facilitation Programme and National Air Transport Facilitation Committee.
Function 5 (incl. Expected results)

Prepares a detailed report on the assignment, achieving results such as:

  • Provide a report with enough details that will allow State to implement all proposed measures and recommendations.
  • Provide input to development of any necessary technical assistance and cooperation projects in case State requires much more assistance.

Qualifications and Experience
Education

A first-level university degree in business administration, economics, international relations, information technology, or security preferably with specialization/courses in air transport, crisis management, medicine, public health.

Professional Experience

Essential

  1. Extensive experience (seven years or more) at a senior level in the field of facilitation in a national government, and/or agency/authority, and/or international organization.
  2. Experience (five years or more) with the establishment and successful operation of national air transport facilitation programme, National Air Transport Facilitation Committee, and Airport Facilitation Committees.
  3. Extensive experience (ten years or more) in and sound knowledge of the regulatory aspects of facilitation.
  4. Substantive experience in international collaboration within the field of facilitation and border management.
  5. Experience in the inter-relationship of associated fields of aviation medicine, public health, security and information systems.
  6. Experience in emergency preparedness and response, especially with respect to managing public health events that impact the aviation sector

Desirable

  1. Experience in drafting procedures, manuals and/or regulations for facilitation.
  2. Experience in public health, related to preparedness planning and response to public health events that impact the aviation sector.
  3. Experience in airport and/or airline operations.
  4. Experience in border management.
  5. Demonstrated ability to work effectively from home.
Languages

Essential 

  • A good command of oral and written English.

Desirable 

  • A working knowledge of French or another official language of the Organization (Arabic, Chinese, Russian, or Spanish).
CONDITIONS OF EMPLOYMENT

It should be noted that this is a prospective position intended for experts interested in consultancy contracts. (short and long term)
