The Organizational Setting

Under the direction of Director of the Capacity Development and Implementation Bureau (CD, the Field Operations Section (FOis responsible for the development, implementation, monitoring, evaluation, and closure of Technical Assistance (Tand Technical Cooperation (Tprojects. It drafts agreements and aids in creating countryspecific and regional projects and programs by identifying priority areas, developing objectives, activities, and deliverables, setting timelines, and specifying budgetary requirements.

Additionally, under the direction of the CDI Director, the Field Personnel Section (FOS/FRrecruits international experts to implement Capacity Development and Implementation projects across various Civil Aviation fields and manages the ICAO Roster of Experts.

Major duties and Responsibilities
Function 1 (incl. Expected result

Update State safety experts’ knowledge of the ICAO USOAPCMA Programme, auditing techniques and the critical elements of an effective State safety oversight system and effective discharge the State’s role and responsibilities in the process of assisting in an ICAO USOAPCMA activity, achieving results such as:

  • Provide the relevant USOAP documents and materials, e.g. Doc 9734 and Dec 9735 as well as relevant Electronic Bulletins issued in 2021 and beyond to selected CAA personnel and create awareness of the contents.
  • Assist in the identification and selection of CAA personnel involved in USOAP activities to participate in the USOAP CMA ComputerBased Training (CB – Phase 1 and the USOAP CMA Programme Workshop.
  • Deliver workshop Module 1USOAP CMA Programme overview and updates to selected CAA experts.
  • Guide safety experts’ in the development of the State Specific Activity Plan, coordinate the Audit/ICVM mission logistics including availability of the required State experts and arranged visits to industry.
  • Assist and guide in collecting preliminary State information and documentation required before the USOAP activity mission takes place
Function 2 (incl. Expected result

Guide and support States in discharging their role and responsibilities in the process of assisting in ICAO USOAPCMA activities, e.g. conduct of SelfAssessment exercise and/or developing of viable Corrective Action Plans (CAP, achieving results such as:

  • Deliver workshop Modules 2 and 4 – How to complete and submit SelfAssessment, CAP and EFOD updates.
  • Support CAA experts in the completion and submission of their SelfAssessment ensuring that relevant evidence is attached.
  • Facilitate the completion and submission of the State Aviation Activity Questionnaire (SAAand Electronic Filing of Differences (EFOinformation.
  • If applicable, guide experts for the preparation of a CAP in response to findings from a previous audit.
Function 3 (incl. Expected result

Promote the effective use ICAO safety audit and reporting tools, e.g. Online Framework (OL, including required information submissions, reviewing, monitoring and benchmarking their safety system performance against other Member States, achieving results such as:

  • Facilitate access to the OLF system for selected State experts.
  • Provide OLF guidance materials, e.g. How to Guide, and training on proper use of the system.
  • Deliver workshop Module 3 – OLF overview and practical exercise and demonstration of completion of specific tasks.
  • Support the experts in submitting the latest updates in the OLF system.
Function 4 (incl. Expected result

Create awareness to recognize and relate essential protocol questions (PQcontent in specific audit areas such as LEG/ORG, PEL, OPS, AIR, AIG, ANS and AGA to the associated ICAO documents and regulations in order to increase the effective level of implementation, achieving results such as:

  • Coach State experts in the use of the SelfAssessment module in the OLF with PQs by audit area.
  • Support experts in locating clear references to relevant documents for each PQ by audit area, included in the OLF to aid States in completing their SelfAssessments.
Function 5 (incl. Expected result

Prepare end of assignment report, achieving results such as:

  • Provide a status report on the objectives achieved, lessons learned and additional deficiencies identified.
  • Define followup actions required and suggested approaches to achieve remaining objectives to support flight operations restart.
  • Provide recommendations for the development of any additional technical assistance and cooperation projects to address the needs of the State.
  • Debrief ICAO at the end of the assignment and provide recommendations for the improvement of the iPack delivery model.

Qualifications and Experience
Education
  • University degree, preferably in an aviationrelated technical discipline or equivalent qualifications and experience.  A technical qualification in aviation such as an Airline Transport Pilot License or Air Traffic Control License may be accepted in lieu of a degree.
  • Successful completion of Phase 1 and Phase 2 (at least one audit areof the USOAP CMA CBT.
Professional Experience

Essential

  • Minimum of 10 years’ working experience working in an aviation environment, such as an air operator, air traffic service provider or aerodrome operator.
  • At least five years’ experience in a Civil Aviation Authority or Regional Safety Oversight Organization (RSO, in an aviation safety role involving practical experience at a management level, including the oversight of air navigation services and conduct of oversight audits or inspections.

Desirable

  • Knowledge of and/or experience of quality management systems.
  • Knowledge of USOAP CMA objectives, principles and audit techniques.
  • Knowledge of ICAO functions, organization and international activities.
  • A minimum of five years of experience at the international or regional level in the field of civil aviation working in a multicultural and multidisciplinary environment.
  • Demonstrated ability to work effectively from home.
Languages

Essential 

  • A good command of oral and written English.

Desirable 

  • A working knowledge of French or another official language of the Organization (Arabic, Chinese, Russian, or Spanis.
