Under the direction of Director of the Capacity Development and Implementation Bureau (CD, the Field Operations Section (FOis responsible for the development, implementation, monitoring, evaluation, and closure of Technical Assistance (Tand Technical Cooperation (Tprojects. It drafts agreements and aids in creating countryspecific and regional projects and programs by identifying priority areas, developing objectives, activities, and deliverables, setting timelines, and specifying budgetary requirements.

Additionally, under the direction of the CDI Director, the Field Personnel Section (FOS/FRrecruits international experts to implement Capacity Development and Implementation projects across various Civil Aviation fields and manages the ICAO Roster of Experts.

Support the planning for implementing a public health based PKI framework or applying an existing MRTD framework for the issuance of health proofs, achieving results such as:

• Facilitate and conduct an assessment between the national PKI and the ICAO provisions contained in Doc
• Ascertain if an eMRTD PKI model compliant with ICAO specifications has been implemented by the designated authorities. If an eMRTD PKI model has been only partially implemented, identify the incomplete and missing parts.
• Outline how any existing PKIbased trust framework established for the issuance of eMRTDs (ePassportcan be used to issue health proofs.
• Describe processes for the issuance and verification of VDSNC for health proofs.
• Facilitate the development of a Roadmap including the development of a legislative and administrative framework for processing (issuance and verificatioof health data by all appropriate parties.

Ensure appropriate mechanisms and tools are in place to enable the development and implementation of VDSNC, achieving results such as:

• Develop and/or review State’s operational context in which VDSNC operations will be implemented.
• Outline any technological deficiencies that need to be addressed in the State’s infrastructure, as well as the stakeholders who should be involved in addressing them.
• Ensure that necessary coordination and collaboration mechanisms are in place with the agency, the State entities and the service providers.
• Provide tools based on ICAO guidance material, which can be used to support the delivery of training.
• Provide practical examples and/or use cases of various scenarios related to the development and implementation of VDSNC regulatory frameworks.

Deliver effective remote technical assistance, achieving results such as:

• Support the stakeholders in identifying the national infrastructure deficiencies for the development of a VDSNC framework.
• Facilitate the coordination and collaboration between the agency in charge, other State entities and service providers.
• Support the development of a basic action plan outlining major activities, milestones, responsibilities, deliverables and decision points for the development and implementation of VDSNC.
• When applicable, prepare an action plan for joining the ICAO PKD.
• Prepare an action plan for uploading the national CSCAs and CRLs for verification of health proofs.
• Deliver, or support delivery of, virtual training and/or workshops to develop the competencies required to support the development and implementation of VDSNC.

Prepare end of assignment report, achieving results such as:

• Provide a status report on the objectives achieved, lessons learned and additional deficiencies identified.
• Collate and prepare a consolidated data report, depicting the various elements pertaining to the VDSNC implementation.
• Define followup actions required and suggested approaches to achieve objectives, for the implementation of the State’s VDSNC.
• Provide recommendations for the development of any additional technical assistance and cooperation projects to address the needs of the State and/or its service providers.
• Debrief ICAO at the end of the assignment and provide recommendations for the improvement of the iPack delivery model.

A first level university degree preferably in transportation, international affairs, engineering, public/business administration, security, law, or in a related field.

Essential

• Considerable experience (ten years or morin progressively responsible positions for work related to the issuance of MRTDs, and/or managing border clearancerelated programmes.
• Experience in a TRIPrelated structure such as government inspection agency, national identity and travel document issuance authorities, civil registries, passport offices, immigration, customs and other border inspection,  law enforcement agencies, and International Organizations working in the this domain.

Desirable

• Familiarity with best traveller identification management international practices and tools, including the ICAO TRIP Strategy, Document 9303 – Machine Readable Travel Documents (MRTD, the ICAO Public Key Directory (PKand the Evidence of Identity framework.
• Demonstrated ability to work effectively from home.

 

Essential 

• A good command of oral and written English.

• A working knowledge of French or another official language of the Organization (Arabic, Chinese, Russian, or Spanis.
