The Organizational Setting

The European and North Atlantic (EUR/NAT) Regional Office (RO) in Paris, France is accredited to 56 ICAO Contracting States and assists them in the implementation of ICAO’s policies, decisions, Standards and Recommended Practices (SARPs), regional and global safety, security and air navigation plans. It supports extensive meeting activities, disseminates information and encourages participation in ICAO activities. The Regional Office also provides technical assistance and assists States with implementation.

The Senior Project Advisor reports directly to the Regional Director, EUR/NAT from whom s/he seeks advice and guidance on assignments and consults on difficult and challenging building renovation project issues. It is expected that the incumbent will work independently on tasks assigned and collaborate closely with the Administrative Specialist, EUR/NAT. The Senior Project Advisor will carry out external project support services related to the renovation of the EUR/NAT Regional Office building located in Neuilly-sur-Seine, France. Specific instructions and directives will be provided by the Regional Director on special tasks or complex issues.

Major duties and Responsibilities
Function 1 (incl. Expected results)

Contribute to the implementation of the EUR/NAT RO building renovation project, achieving results such as:

  • Provide expert support for the effective management of contracts related to the project;
  • Advise ICAO on governance, contract execution, and risk management process for the Project;
  • Review the risk register established by the Project Management Assistance company (“Assistance à Maître d’Ouvrage (AMO)”), and advise ICAO accordingly.
Function 2 (incl. Expected results)

Assist in the management of the Contract for an Architect and Engineering (A&E) company (“Maître d’oeuvre (MOE)”), achieving results such as:

  • Support the transition from procurement to contract execution, ensuring seamless handover;
  • Collaborate with EUR/NAT and HQ Procurement in drafting, finalizing, and managing the contract for the services of the selected A&E company (MOE), ensuring clarity on deliverables and performance expectations;
  • Coordinate with ICAO, AMO and MOE to oversee the successful implementation of the contract and ensure project deliverables are met;
  • ”Coordinate with the AMO to review and provide input on documents and deliverables submitted by the MOE, including the tender package, to ensure alignment with contractual obligations;
  • Address and provide recommendations to resolve issues arising during the MOE’s contract execution in collaboration with relevant stakeholders.
Function 3 (incl. Expected results)

 Assist in the management of the contract for a General Contractor (“Entreprise Générale (EG)”), achieving results such as:

  • Collaborate and assist in the preparation of the documents for the selection of a General Contractor;
  • Assist in the technical review of the proposals received from tenderers;
  • Provide support in finalizing and overseeing the contract for the services of the selected General Contractor;
  • Advise and assist EUR/NAT on staff relocation plan and its implementation;
  • Coordinate with the General Contractor, MOE, AMO, and other stakeholders to address and resolve any contractual issues or risks that arise during project execution;
  • Report on risks and issues as and when needed.
Function 4 (incl. Expected results)

Perform other related duties, as assigned.

Educational background

An advanced university degree is required, in procurement, business studies, engineering, or in a related field.

Professional experience and knowledge

Essential:

  • At least ten years of relevant experience in procurement contract management, preferably within the United Nations system or at the international level.
  • Professional experience in the area of construction/renovation projects.
  • Knowledge of contract and project management, in particular concerning United Nations procurement and contract rules and within the duty station.
Language Skills

Essential:

  • Fluent reading, writing and speaking abilities in French and in English.

Desirable:

•      A working knowledge of a second language of the Organization (Arabic, Chinese, Russian, Spanish).

Conditions of Employment

It should be noted that this consultancy is to be filled for an initial period of eleven (11) months / up to 232 working days, with a possibility of renewal, and will be based in Paris with the possibility of partial remote work. This consultancy is positioned in the Band D category. The daily rate for this position is CAD 700 per day.
