Industry Expansion and Business Development Senior Manager – (PLMSP – Palladium)
Project Overview:
The Pacific Australia Labour Mobility (PALM) scheme is a signature initiative for the Australian Government that enables workers from 9 Pacific Island Countries (PICs) and Timor-Leste to work in priority sectors in Australia. The Pacific Labour Mobility Support Program (PLMSP) builds on the successes of the Pacific Labour Facility (PLF) program, with a renewed focus on the provision of tailored support to worker sending countries to address their specific needs and priorities. Palladium is contracted to deliver PLMSP on behalf of Department of Foreign Affairs and Trade (DFAT).
Role Overview:
PLMSP will play a key role in supporting the Australian Government’s expansion of the PALM scheme into new sectors, occupations and worker skill sets. It will also have a role in supporting sending countries to increase demand from Approved Employers (AEs) and industry for PALM workers; aligned with their national economic and social policy priorities. The Industry Expansion and Business Development Senior Manager will lead the development and implementation for the PLMSP strategy for increasing awareness of and demand for Pacific labour amongst Australian employers and the delivery of industry and skills pilots to support PALM scheme expansion.
Primary Duties and Responsibilities:
The Industry Expansion and Business Development Senior Manager the primary responsibilities will be:
- Develop an overall ‘Expansion Strategy’ for PLMSP, consulting with sending countries, industry, DFAT, DEWR and other WoG partners to outline the range of modalities through which PLMSP can increase industry uptake for the PALM scheme and demand for PALM workers.
- Oversee the design and management of industry expansion and skills pilots based on DFAT and sending country priorities.
- Connect the demand for PLMSP with the supply of workers from the Pacific, engaging with PTLE team and sending country governments to better understand supply constraints, and priority industries.
- Oversee industry and country specific promotional and educational activities to increase awareness of the PALM scheme and demand for Pacific and Timorese workers by Australian employers; including communicating market analysis and industry demand to Pacific governments to help refine their outreach, recruitment, preparation and mobilization processes, facilitate market matching exercises between LHC AEs and non-PALM employers, organizing recruitment visits to Pacific countries for Australia businesses and working with the PLMSP communications team to deliver high impact marketing partnerships and outreach activities.
- Work with the PLMSP GEDSI team to identify innovative employment opportunities for women, people with disabilities and those from remote communities.
- Provide guidance on improvements to PALM scheme processes to reflect the needs of industry, that can reduce transaction costs while also ensuring good practice employment and safety standards are maintained.
- Build and maintain positive relationships with crucial industry and Government connections in Australia and the Pacific and provide DFAT and PLMSP leadership with market intelligence on issues, risks, opportunity and sentiment within industry on the PALM scheme.
Required Qualifications:
Successful candidate will possess the following qualifications and experience:
- Tertiary qualifications in a relevant discipline, such as management, economics, or a related discipline, or an equivalent combination of relevant experience and/or education.
- Demonstrated capability in strategy development and implementation.
- Excellent understanding of Australian Government processes, reporting and briefing requirements.
- Strong understanding of contemporary policy issues and debates in relation to migration, Australian economics and regional geo-politics in the Pacific.
- A demonstrated ability to build respectful, productive, and sustainable working relationships with a variety of stakeholders (including partner government, civil society and the private sector) and working together to achieve results.
- Demonstrated skill and experience at convening and facilitating productive interaction between diverse groups of people.
