About Humanity & Inclusion (Handicap International)

Handicap International runs its program under the operating name Humanity & Inclusion (HI). HI is an independent and impartial non-profit aid organization working in situations of poverty and exclusion, conflict, and disaster. HI works alongside persons with disabilities and vulnerable populations, taking action and bearing witness to respond to their essential needs, improve their living conditions, and promote respect for their dignity and their fundamental rights. HI is currently implementing projects in more than 60 countries worldwide, including Thailand.

HI started working in Thailand in 1982 and first focused its actions on the delivery of mobility and assistive devices to Cambodian and Burmese landmine victims, most of whom needed lower limb prostheses. Since 1998, the scope of projects broadened, and HI started providing physical rehabilitation services to persons with disabilities.

In Thailand, HI currently implements 3 projects:

  • Explosive Ordnance Risk Education: conducted towards the overall community, with a focus on at-high-risk groups including refugees willing to return to Myanmar implemented across all 9 temporary shelters in Tak, Mae Hong Son, Kanchanaburi, and Ratchaburi provinces;
  • Disability and Social Inclusion (DSI): Inclusion of disability into a mainstream livelihood, vocational training and protection services providers, support of Self-Help Groups of persons with disabilities, and physical accessibility across all 9 temporary shelters; in Tak, Mae Hong Son, Kanchanaburi, and Ratchaburi provinces;
  • Physical rehabilitation: Physiotherapy and occupational therapy-based services and provision of assistive technology; implemented across all 9 temporary shelters in Tak, Mae Hong Son, Kanchanaburi, and Ratchaburi provinces;

HI Thailand, already runs a project focusing on Rehab services for persons with disabilities in 9 refugee camps, as well as acute emergency Rehab for the newly displaced families (post-coup) along the Myanmar-Thailand border. Rehabilitation and inclusive protection services are integral components of the MYTH Country Strategy. The program possesses the requisite rehabilitation and protection proficiency required for project development, along with the essential technical expertise in Mental Health and Psychosocial Support (MHPSS) to effectively execute the project.

The proposed course of action will incorporate the global Rehabilitation and Protection approaches of HI, including innovative approaches such as Friendly Rehabilitation IEC(Animation/Video) for Community Volunteers and Persons with Disability which is an off-line tool for support outreach area

The context in which the project takes places

Under the Rehabilitation project, which is in focus on technical support and capacity building on disabilities in outreach areas along the Thai-Myanmar border, HI seeks to ensure NGOs, CBOs, CSOs, and IDPs local committees have increased access to basic knowledge of early identification and early rehabilitation. The offline capabilities of “Friendly Rehabilitation IEC(Animation/Video) for Community Volunteers and Persons with Disability” its use in the situations with limited internet access.

SCOPE AND OBJECTIVES OF THE INTELLECTUAL SERVICE: ANIMATION CREATOR (FREELANCE/COMPANY)

Objective

The overall objective of the Intellectual Service/Animation creator (Freelance / company), is to create and produce the Friendly Rehabilitation IEC (Animation/Video) for Community Volunteers and Persons with Disability. This Off-Line IEC/VDO tools for sharing knowledge of Basic Physical Rehabilitation Aims for Technical support and Capacity building on hard-to-reach area (cross-border) NGOs, CBOs, CSOs, and IDPs local community.

Specific objectives:

  • To Provide Friendly Information, Education, and Communication (IEC) tools for disseminating basic physical therapy knowledge in hard-to-reach areas or for learners who are unable to attend On-Site training
  • To explain the contents of pathology and rehabilitation through visual representation without the issue of personal safety information in vulnerable groups.
  • To install this IEC Animation to tablets for distribution to target groups

Expected results of the Friendly Rehabilitation IEC(Animation/Video)

  • Animation in contents of Basic Rehabilitation (Definitions, Pathology, Rehabilitation concepts/techniques in Amputation, Fracture, Traumatic Brain Injury, Spinal Cord Injury)
  • Animation VDO should provide a short clip for each content total length of animation of 30 minutes. The creator can provide friendly tools to select each topic.
  • The main language dubbing voice is Burmese and subtitles in the Karen language

METHODOLOGY

Desk phase, during which the Intellectual Service/Animation creator will:

The methodology should be participatory, taking into account the opinions. The storyboard and graphic design will be developed by the Intellectual Service/Animation creator, as well as the post-production process such as voice production, subtitle, and editing (if relevant).

The style and techniques of the animator should be considered together with criteria. The contents should be developed by the Physical therapist and the consultant, under the supervision of the Rehabilitation Project manager.

  • Clearly outline the scope, objective, and requirements of your animation project. Determine the style of animation
  • In line with the HI Procurement procedure
  • Coordinate the translation of the tools from English to Karen / Burmese
  • Production procedure: storyboard, design, voice, and subtitle production and post-production process
  • Review and Revise: Review the completed animation project and provide feedback for any necessary revisions or edits. Work closely with the studio to finalize the animation before final delivery.

DELIVERABLES

  • Produce an Animation file in Burmese dubbing and Karen language, including all proposed tools to be introduced at the end of the desk phase. This includes the final edit before launching.

  • The Intellectual Service/Animation creator (Freelance/company) provides installation in hardcopies (Tablets) and the soft file should be available if HI prefers to upload it online.

  • The Intellectual Service/Animation creator (Freelance/company) provides a presentation/portfolio to HI including a detailed explanation of the methodology used for the work time frame.

TIMELINE

The Project should start by 15th May 2024. The final deadline for the submission of the final production is 14th September, 2024.

PROFILE OF THE INTELLECTUAL SERVICE: ANIMATION CREATOR (FREELANCE/COMPANY)

“The Friendly Rehabilitation IEC(Animation/Video) for Community Volunteers and Persons with Disability” can be carried out by an animation creator expert or a team of experts

The animation creator expert or a team of experts should combine the following skills, experience, and knowledge:

  • Proven experience in animation with a portfolio available for review
  • Knowledge of English/Karen/Burmese language, is an asset.
  • Ability to provide dubbing voice services in Burmese and subtitles in Karen language.
  • Comprehensive services including editing, storyboarding, and all design.
  • Available to contact via mobile, E-mail, and social media even out of office time in case of the emergency conditions.
  • Able to complete the 30 minutes of animation project by September 14, 2024.
  • Location in Thailand, based in Mae-Sot is an Asset

FORMALITIES

Proposals from interested Intellectual Service/Animation creator (Freelance / company), should include:

  1. Letter of expression of interests (compulsory)
  2. Technical proposal (compulsory) including the design and methodology, work time frame, (suggested timeline attached) considering contextual limitations (see enclosed below);
  3. Financial proposal (compulsory) All costs related to the production without exceptions should be figured into the financial plan or quotation plan
  4. Curriculum vitae (compulsory) detailing an Intellectual Service/Animation creator (Freelance / company)’s preparedness, reference of previous assignment done or sample of work accomplished;
  5. References if available
  6. A list of relevant documents for the contractual process will be requested in case of selection (passport/ID card, insurance, fiscal registration…)

Evaluation of the proposals/ applications will be made through a selection committee through two phases:

  • Administrative selection: checking for completeness of application
  • Technical selection: The criteria to select the best application will be based on the quality of the technical proposal, competitive financial proposal, human resources skills and previous experiences, and demonstrated expertise of the applicant.

Incomplete applications will not be taken into consideration for technical selection.

The deadline for submission of proposals is 28th April 2024 at midnight Thailand time.
