The Ministry of Health, in collaboration with UNICEF, UNFPA, and WHO, is embarking on an important endeavour to enhance the quality of care for Reproductive, Maternal, Newborn, Child, and Adolescent Health (RMNCAH) services in 227 perinatal centres across the country. This comprehensive initiative aims to address critical gaps in maternal and perinatal care, focusing on improving equipment availability and the competency of healthcare professionals.

Recognizing the significance of this initiative, UNICEF, UNFPA, and WHO are extending their support to the Ministry of Health in implementing a comprehensive programme on Maternal and Perinatal Care. A substantial portion of the program’s funding, 75 per cent, has been allocated to procuring essential equipment required for safe and effective RMNCAH services in perinatal centres.

An assessment of all 227 perinatal centres was conducted to provide a comprehensive understanding of the current state of these facilities, including the availability and functionality of maternal and perinatal equipment and the adequacy of infrastructure to accommodate the required medical equipment. The rapid assessment was accompanied by an engineer’s report which includes actionable recommendations to improve the perinatal centre’s readiness to accept the necessary equipment.

UNICEF seeks an international consultant with a background in engineering to provide adequate support and strength in monitoring and control the quality of preparatory works, assuring that the works are carried out in compliance with UNICEF actionable recommendations and ensuring that these facilities are ready to accept and accommodate the equipment in the prepared spaces. Additionally, the consultant will be expected to support the country office in data analysis and review of equipment bidding documents.

The main types of works to be carried out by the Ministry of Health at 227 perinatal centers will be based on the actionable recommendations to be produced by UNICEF. The international consultant will provide technical advisory support in interpreting the UNICEF engineering reports and recommendations to the local engineers, design institutes, construction companies, and other technical staff engaged by the Ministry of Health and other stakeholders to carry out works to get in the healthcare facilities ready to accept and accommodate life-saving medical equipment.

Under the overall guidance of the Programme Officer: Procurement Services, and with the Chief of Health and Development the international consultant will:

Service Description:

1. Provide Technical Support to Procurement (on need basis)
Technical Support to Procurement (on need basis)
On request, provide full technical assistance to all required contract procurement elements
 
2. Facility Readiness Monitoring
Provide technical guidance to local engineers, design firms, construction companies, and other technical personnel in understanding and
implementing UNICEF engineering reports and recommendations; Technical oversight of ongoing construction activities to ensure compliance with engineer recommendations. Provide advice to UNICEF on any potential risks related to timeline and quality of works; Ensure quality control and oversee the planned delivery, installation, and acceptance process of the lifesaving equipment.
 
3. Provide Technical Support to Data Analysis
Analyse medical database of 227 perinatal centres
 
Tasks:
 
1. Pre-qualification of contractors: Assist UNICEF in the evaluation and pre-qualification of contractors.
Technical evaluation: Assist in evaluating technical proposals, verification of references, etc.
 
2. Design supervision: Ensure that the bill of quantities and other technical documents prepared by local engineers or design firms contracted by the Ministry of Health align with UNICEF recommendations.
Site supervision: With the support of local engineers, assist in project’s start-up; inspect and monitor time, progress, quality and quantity of works and other agreed targets; monitor that works are executed in accordance with national and international health and safety standards, quality standards; liaise and co-ordinate with local authorities, if required. Promptly identify and highlight any deviations or inconsistencies in the works.
Quality assurance/control: With assistance from the Logistics Consultant and the local UNICEF team, oversee and manage the loading and unloading of equipment, its delivery to the designated healthcare facility, preparation of facilities for equipment installation and testing, and acceptance procedures by the health facilities. Promptly identify and report any discrepancies or irregularities in distribution of the equipment.
 
3. Analyse the medical database of 227 perinatal centres and provide regional and facility recommendations.
 
Deliverables:
 
1. Short Report (max 2 pages) outlining support provided to UNICEF during the procurement process
2. Summary report should include the names of the companies engaged for design services and references to the sections of the bill of quantities that address UNICEF recommendations; Monthly supervision/progress reports, minutes of site meetings with photos; Acceptance reports signed by the beneficiary perinatal centre management.
3. A comprehensive facility based report on analysing medical database for 227 perinatal centres.
 
Performance indicators for evaluation of results:
The performance of work will be evaluated based on the following indicators:
  • Completion of tasks specified in ToR.
  • Compliance with the established deadlines for submission of deliverables.
  • Analyze and manage provided and accessible data and materials with minimal supervision.
  • Quality of deliverables.
  • Demonstration of high standards of work.
Contractual modalities:
Location: The consultant will be mainly home-based, with 5 country visits to Uzbekistan
Payment: UNICEF will issue a contract in USD. The payment will be made in USD by bank transfer following
the acceptance of the deliverable by the supervisor.
Reporting: The consultants will be supervised by and will report to Programme Officer: Procurement Services

  • Technical oversight of ongoing construction activities to ensure compliance with engineer recommendations. Provide advice to UNICEF on any potential risks related to timeline and quality of works.
  • Ensure quality control and oversee the planned delivery, installation, and acceptance process of the life-saving equipment.
TOTAL: Number of working days: 137 working days over 1 year
 
Costs indicated are estimated. Final rate shall follow the “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee. Consultants will be asked to stipulate all-inclusive fees, including lump sum travel and subsistence costs, as applicable.
 
Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.
 
Travel International – It is planned that the consultant will have 5 trips to Uzbekistan for a minimum of 10 working days each
Travel Local – It is planned that the consultant will have local trips to the 13 regions of Uzbekistan with a minimum of 2 days each

To qualify as an advocate for every child you will have… 

  • Minimum of 10 years of relevant experience in facility assessments, site inspections
  • At least 5 years proven experience preparing national reports and analyzing large databases.
  • Experience of working with UN agencies.
  • Previous experience working in Uzbekistan is considered an asset.
  • Ability to work independently.
  • Excellent writing skills. At least one national report with large database analysis must be presented.
  • Fluency in written and spoken English is required.
  • Knowledge of Russian is an asset.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.
