International Consultant to edit ILO reports

  1. Background

The ILO with the financial support of the UK Foreign Commonwealth and Development Office, is implementing the second phase of the project entitled “Better Regional Migration Management” (BRMM), with the aim to strengthen the capacities of countries in the East and Horn of Africa to govern labour migration by using evidence-based policies, enhancing migrant workers’ qualifications and skills, and actively engaging the social partners for improved development outcomes.

BRMM phase II is commissioning various reports to improve knowledge base on labour migration and related issues. Accoridngly, building on the mapping report that provides a snapshot of labour migration governance in East Africa highlighting how employer’s organizations seek to shape labour migration policy at the regional and national level, it undertook a corridor studies – that covers intraregional and interregional labour migration corridors and produced a research briefs –that consolidated relevant findings and key takeaways drawing from the three unilateral labour migration corridor studies mentioned above. In addition, BRMM phase II also commissioned a mapping report on labour and skills shortages and feasibility of skills partnership on labour migration between selected countries of destinations and countries of orgin.

Further to the development process, these research documents were validated by relevant staekholders in the East and Horn of Africa region. However, to improve the quality of these documents, the ILO is seeking the service of a qualified editor and proofreader in English to review, edit, proofread and format these research documents and get them ready for publication.

  1. Objective and scope of the assignment

The objective of this assignment will be to review, edit, proofread and format the following ILO reports to ensure that the below documents are accurate, coherent and consistent and that the language used is objective and neutral/balanced:

  1. Report on Corridor Studies- Labour Migration in the Horn and East Africa: Uganda to Saudi Arabia, Kenya to Somalia, and Ethiopia to South Sudan Corridors – 52 pages
  2. Three Research Briefs – 13 pages
    1. Registration, licensing, and inspection mechanisms of legislative frameworks- 5 pages;
    2. Registration, licensing, and inspection mechanisms of private recruitment agencies- 4 pages and
    3. Legislative frameworks on complaints and remedy procedures- 4 pages.
  3. Mapping report on labour and skills shortages and feasibility of skills partnership on labour migration between selected countries of destinations and countries of origin – 100 pages excluding references
  4. Key activities

Under the overall guidance of the ILO BRMM Chief Technical Advisor and the technical supervision of the BRMM Communications Officer, the Consultant will review, edit, proofread and format the abovementioned reports.

More specifically the Consultant will be responsible for:

  • Review the document for correct grammar and consistency, language tone, objectiveness and neutrality
  • Ensure that all references are in line with the agreed referencing style
  • Format the report in line with ILO publication guidelines;
  • Align the table of contents, list of tables and list of figures to the formatted pagination;
  • Design the cover pages of the report;
  1. Expected Outputs

The expected output from this consultancy will be reviewed, edited, proofread, formatted and ‘ready for publication” ILO report.

  1. Qualifications and competencies

The successful Consultant shall have the following qualifications and competencies:

  1. University degree in English, Journalism, Communication or a related discipline
  2. Knowledge of media production and communication.
  3. Experience reviewing, writing and editing ILO and other UN agencies publication;
  4. Knowledge and or experience of ILO/UN work
  5. Critical thinking and analysis skills, communication skills, familiarity with writing styles and computer literacy.
  6. Confidentiality Statement

All data and information received from ILO for this assignment are to be treated confidentially and are only to be used in connection with the execution of these Terms of Reference (TOR). All intellectual property rights arising from the execution of these ToRs are assigned to the ILO. The contents of written materials obtained and used in this assignment may not be disclosed to any third parties without the expressed advance written authorization of the ILO.

  1. Time frame

The work will be carried out between 29 July 2024 and 15 August 2024.

The initial editing should be completed no later than 8 August 2024, with feedback integrated within 2 days of receiving feedback from the ILO.

  1. Payment

The payment will be made in a SINGLE INSTALLMENT upon submission of a final edited and proofread copy of the report ready for publishing and to the satisfaction of ILO.

Consultant has the minimum university degree in English, Journalism, Communication or a related discipline 30

Consultant’s understanding of the development context, particularly related to labour migration issues 10

Consultant’s capacity for innovation and creativity in proposing new ideas or approaches to enhance the quality and impact of the edited report 15

Evidence of engagement in similar kind of work/assignment (at least two samples to present) 30

Previous similar engagements with ILO or other sister UN agencies 15

Maximum Points 100

Weight:-Understanding of the assignment and Experience 70% and Financial evaluation 30%
