Position description
Created in 2007 by historian Patrick Weil, Bibliothèques Sans Frontières strengthens the power of vulnerable populations to act by facilitating their access to information, education and culture. The association deploys its inclusive and innovative projects in around thirty countries around the world to enable people affected by crises and precariousness to learn, have fun and (re)build their future. Thanks to its innovative tools, its content library and its expertise in mediation, BSF and its partners tackle the major issues of the 21st century such as education, reading and culture, citizenship and social cohesion, health and employment and entrepreneurship.

POSITIONING IN THE ORGANIZATION CHART:
The Management Controller reports to the Director of Administration and Finance.
He/she works in close collaboration with other management controllers and with the Operations Department (in particular with geographic managers and field teams in charge of financial management).
He/she reports hierarchically to the Administration and Finance Department, while having a functional link with the Operations Department.
MAIN MISSIONS:
The Management Controller carries out the following missions:
Procedures:
• Ensure compliance with the administrative and financial rules of donors as well as compliance with the internal procedures of Libraries Without Borders.
Convention management:
• Contribute to the management and monitoring of agreements and their proper application in coordination with the Operations Department.
Budget monitoring and financial reporting :
• Ensure budget monitoring of projects for missions that do not have a dedicated team and support the creation/updating of budget monitoring for projects that have a dedicated team;
• Anticipate deviations;
• Optimize headquarters expenditure allocations; validate financial reports for donors.
Field accounting monitoring and support :
• Monitor field accounting on a monthly basis and ensure its proper integration into the head office accounting software (Netsuite);
Finance function compliance :
• Contribute to defining the actions necessary to meet the expectations of donors on the compliance of the Finance function;
• Contribute to adapting existing BSF procedures and/or implementing new procedures by formalizing them through the drafting of procedure sheets;
• Contribute to the preparation of donor audits and defend the positions taken with accounting and financial arguments.
Annual budgets and financial management of international operations:
• Support the Operations Department in defining the financial strategy,
• Ensure the annual budget process for the Operations Department and facilitate its ongoing financial management.
Project proposals:
• Formalize and/or support, then validate field project budgets before submission to the lessor and contribute to the creation of administrative files necessary for the submission of calls for projects for lessors.
Skills development:
• Provide training, advice and support for the implementation of effective field accounting and the correct application of procedures, through regular travel and monitoring.
Functional management:
• With the Regional Directors (line managers), ensure the functional management of the Regional Support Coordinators in the field, on the financial side.
The Management Controller may also contribute to the following missions, in collaboration with other management controllers:
Cash flow management:
• Monitor requests for calls for funds and monitor the cash flow of the land where BSF is located.
Management of retrocessions to partners:
• Monitor grants awarded to other organizations and partners.
Significant lessor budget for France operations:
• Occasionally, the support of the Management Controller may be requested to contribute to the development of the France project budget.
PROFILE :

RECRUITMENT CONDITIONS:
• Contract type: permanent contract;
• Start date: as soon as possible;
• Status and method of working time management: Executive on a daily flat rate (208 days); attached to the ECLAT Collective Agreement, on which BSF depends.
• Remuneration: from €3,167 gross/month, according to BSF salary scale and experience;
• Workplace: BSF headquarters in Montreuil (easily accessible by metro, line 1 or 9), with regular travel to the countries of intervention;
• Teleworking: Two days per week + 12 “floating” days to be taken per year;
• Other benefits: Mutual insurance (Alan), pension, meal vouchers and coverage of 50% of transport costs;
• Holidays: Approximately 9 weeks per year in total, including paid leave and RTT.
