Context
Within the framework of the implementation of the Specific Action “Greek Reception Capacity Enhancement (GReCE)” co-funded by the European Union.
Under the overall supervision of the Chief of Mission (COM) and direct supervision of the Program Coordination Assistant, the successful candidate will be responsible for the general implementation of construction activities in the assigned area of responsibility.
- Monitor the implementation of the project in the selected sites to ensure compliance with all contractual requirements and specifications of the project, as well as propose corrective actions where necessary.
- Provide specialized technical support during the design and implementation of the project. This will include, but not limited to: preparation of project’s technical documents, structural designs, technical specifications, detailed tables of quantities including cost estimations for the specific actions; preparation of the required tender documents, including technical and administrative aspects; contribution to the bidding process and to the selection of service providers according to IOM procurement rules and regulations.
- Monitor and supervise the work of the service providers for the successful implementation of the project, including but not limited to: periodic review of the construction schedules/timetables; review of documentation submitted by the service providers, issuance of certificate of acceptance regarding completed works; release of payments according to the payment schedule; provisional and final acceptance of the works; complete vendor’s evaluation forms.
- Provide technical advice and expertise to the project, state authorities and contractors.
- Monitor and provide guidance and support to the field supervising engineers during the implementation of construction works through active participation in the daily supervision of construction works.
- Provide onsite technical solutions, liaise with relevant stakeholders to ensure timely delivery of works and equipment and follow up through the warranty period until final acceptance of the work.
- Assess, evaluate and provide technical support for on-site improvement works in accordance with national and EU standards and ensure harmonization of dignified living, hygiene, protection, safety and accessibility standards through the implementation of the project.
- Develop and maintain open, professional and clear communication with beneficiaries, contractors, suppliers, other organizations as well as Donor, local and central authorities.
- Contribute to the efficient operation of the Mission, and ensure overall quality, cost effectiveness, transparency and compliance with IOM standards and regulations.

Education
- University degree in Electrical and / or Mechanical Engineering or a related field from an accredited academic institution with three years of relevant professional experience.
- Master’s degree in above fields will be considered an advantage.
Experience
- Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage;
- Demonstrated ability to draft and prepare clear and concise formal correspondence and project(s) reports.
Skills
- Computer literacy in standard software applications (MS Office, etc);
- Sound knowledge of specialized IT programmes for engineering and architecture, among others: ArchiCAD, AutoCAD, InDesign, 3D Studio max and any other similar technical software would be an advantage;
- Strong interpersonal and communication skills in a multi-cultural setting;
- Demonstrated ability to work well under pressure and keep deadlines;
- Valid driver’s license with at least five years driving experience an advantage.
Languages
- Fluency in English and Greek (written and oral) is required.
IOM’s official languages are English, French and Spanish.
