Under the overall supervision of the Global Thematic Specialist (GTS) for Humanitarian Response and Recovery (HRR), and under the direct supervision of the EU Liaison Officer (Humanitarian Response), the Humanitarian Programming Assistant (EU Liaison) will contribute to IOM’s thematic engagement with the European Union (EU) regarding the IOM HRR portfolio. This position will support the GTS and the EU Liaison Officer (Humanitarian Response) with the following functions: strategic engagement, technical support to regional and country offices; and knowledge management and learning. This includes technical assistance on resource mobilization, secondary review of EU-funded projects, donor compliance, and support to offices implementing EU-funded projects, capacity building for country and regional offices. The incumbent will also provide administrative and knowledge management assistant to support the functionality of the HRR Unit.
Strategic Engagement
- Monitoring: Support the HRR Unit in monitoring and analysing humanitarian aid and civil protection developments, and related policy, priority changes, challenges, and positions of EU Institutions, Bodies, and Agencies.
- Support the GTS in attending events, drafting strategic messages, summarizing relevant EU documents, and drafting communication to EU counterparts.
- Advocacy: Support the GTS and HRR Unit in the promotion of IOM’s humanitarian activities to EU counterparts, including through contributing to the development of briefing packages for strategic discussions.
Technical Support to Regional and Country Offices
- Capacity Building: Support the EU Liaison Officer (Humanitarian Response) in developing capacity building initiatives for CO and RO staff on EU engagement, advocacy, thematic priorities, and resource mobilisation as well as project development, implementation, reporting, and compliance for EU-funded programming related to humanitarian response. This includes dedicated duty travel to selected Country and Regional Offices as required.
- Programme review and submission: Assist in the project review and/or uploading of project proposals and modifications requests to DG ECHO; and review project reports in the field of humanitarian response from IOM CO to DG ECHO. This includes the review of report content, drafting of cover letters and update of relevant IOM databases and uploading the reports.
- Handle the administrative aspects of the HRR Unit including the processing of contracts and amendments.
- Thematic donor compliance: Assist int the provision of support to IOM COs, specifically with information on EU rules and regulations in the field of humanitarian response and recovery.
- Resource mobilization and funding: Assist in collecting, analyzing, and aggregating emergency funding received from the EU to inform COs of funding opportunities and trends.
Knowledge Management and Learning
- Knowledge Management: Maintain the dedicated knowledge sharing platforms and verify all information is up-to-date.
- Learning: Gather, disseminate and support the implementation of lessons learned and good practices from evaluations, and implementation of EU-funded programmes.
- Perform any other duties, as may be assigned.
Rrequired Qualifications
Education
- Bachelor’s degree, or higher, in Political or Social Sciences, Law and/or International Relations or a related field from an accredited academic institution, with at least two years of relevant professional experience; or
- High School diploma with four years of relevant experience
Experience
- Experience in the field of migration issues, with experience related to humanitarian response and recovery is an advantage
- Experience in project development or reporting is an advantage
- Experience in the field of EU liaison, preferably in the field of humanitarian response and recovery or DG ECHO would be a distinct advantage
Skills
- Strong writing and analytical skills
- Knowledge about EU institutions, EU decision-making and finance mechanisms;
- Knowledge of programme management cycle;
- Project development and drafting skills;
- Good interpersonal skills and communication to maintain effective relationships with partners;
- Proactivity and organizational abilities;
- Computer literacy.
Languages
- Fluency in English is required (oral and written).
- Working knowledge of French and or Spanish is an advantage.
