Under the direct supervision of the Regional Medical Officer, the overall supervision of the Director of the Staff Health and Welfare Division in Geneva and the administrative supervision of the Deputy Regional Director for Management, incumbent is responsible and accountable for providing occupational health services and support primarily to the IOM Employees and non-staff ( as per rules) based in Africa, North America and Latin America and the Caribbean.
Management of Medical Examinations
Review the medical examination of all IOM staff as well as non – staff in the area of responsibility. Review, assess and take decisions about fitness for work for the proposed position and location, work accommodation, and mobility that are based on individualized medical risk assessments.
Consider and report on matters affecting the health, safety and welfare of persons at work
Record all data in the dedicated software. Analyse the trends and health promotions interventions.
Medical Insurance
Assess if there are any insurance exclusions upon entry in one of the IOM Insurance plans and any conditions limiting the staff”s work capacity and authorize eventual extended insurance coverage upon exist (CACP).
Determine eventual exclusions in the insurance coverage for dependents
Whilst maintaining strict medical confidentiality, respond in a timely manner to specific enquiries/queries concerning insurance issues, in close coordination with the Insurance Unit Manila team with technical help from the Insurance Unit in the Department of Human Resources (DHR) Geneva, Regional Medical Officer and Chief Medical Officer.
Provide explanations and advice to any insured staff about decisions taken (e.g. treatments requiring prior approval, high medical expenses, entitlement after cessation of participation, treatment outside the duty station.
CP and Occupation Accident effective support:
Assist Regional Medical Officer with the timely review of Occupational Accidents and Illness Claims of IOM staff and non-staff
Sick Leave Management and determination of entitlements
Assess the documents and manage sick leaves as per relevant administrative instructions. Ensure accuracy of data recording in the medical software (Earthmed)
In close coordination with Regional Medical Officer follow staff with prolonged sick leaves and coordinate a Return-to-work plan.
Joint case management with Staff Welfare of PSL related to a mental health condition.
Assess the supporting documents and prepare recommendations to HR for special education grant and disabled child allowance as per USRR
Assess in a timely manner the degree of non-occupational residual impairment of staff under IOM’s insurance plans, or under UNJSPF or under the UN Malicious act insurance when applicable. Prepare the recommendation and case summary/review cases to be submitted to SPC for disability benefit/child disability under UNJSPF in coordination with the Regional Medical Officer, the Head of OHU GSS and the Chief Medical Officer
Travel for medical reasons (TMR) and medical evacuations
Recommend, authorize and coordinate as per relevant SOPs, medical travel and emergency medical evacuations of staff and dependents
Follow-up all medical travel, medical evacuation within area of responsibility, document the cases and manage occupational health aspects (sick leave, work accommodation, determination of fitness to work, disability) on case-to-case basis.
Effective Occupational Health Support
Provide occupational health and safety management. Advise on the provision of safe and healthy conditions in the workplace
Propose and develop health promotion projects and programs in line with DHR strategic priorities. Coordinate together with the Regional Medical Officer implementation and supervision of the projects
Provide support in line with relevant IOM polices and standing INs, as well as promote compliance with relevant health and safety legislation
Consider and report on matters affecting the health, safety and welfare of persons at work
Travel Clearance
Proceed to employee’s medical clearances for official travel and recommend health travel advice and mitigation measures as per the health profile of the destination in accordance with WHO recommendations.
Health risk assessment
Undertake travel to mission (TDY)s upon request from the Regional Medical Officer to perform Health risk assessment (HRA) and MHSE assessment of the duty station using the recommended methodology by UNMD and to meet staff and HR partners to explain and clarify occupational health and insurance issues.
Perform any other duties as may be required.
Education
University Degree in Medicine from an accredited academic institution, with seven years of relevant professional experience.
Valid medical license in the Panama is a must.
Specialization in General Medicine, Occupational Health, Travel Medicine, or Infectious Diseases is an advantage
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
Minimum seven years’ experience in occupational health, including in the context of travel and tropical medicine;
Experience in liaising with international organizations will be an asset.
Skills
Languages
For this position, fluency in English and Spanish is required (oral and written).
IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
