Job Overview/Summary

Economic Recovery and Development Manager will be responsible for leading and scaling up the economic recovery and development activities for the communities in Mandalay, through multi-purpose community center approach with local partners and direct implementation for skill building and economic empowerment activities. ERD Manager will manage the day-to-day activities of Economic Recovery and Development programming, ensuring the activities are in line with overall Economic Recovery and Development objectives adhering to the Economic Recovery and Development’s standard operation procedures.

He/She will directly supervise Economic Recovery and Development officers and indirectly supervise the community mobilizers /facilitators. Economic Recovery and Development Manager will directly report to Cash and Basic Needs Coordinator for MPCC operational related activities and vocational and skill building activities in the field, and closely coordinate with Senior Economic Recovery and Development Manager, for technical oversight throughout the implementation of Economic Recovery and Development Manager activities starting from the planning to executing of the project. This position is based in Mandalay with regular travel for planning and execution of the project in the field.

Major Responsibilities:

Project Management

  • Lead the management of all ERD programming (planning and execution of the project) in Mandalay and Sagaing region
  • Lead the implementation of the ERD activities, in development of project workplan, community consultation, relevant assessment data collection and implementation of the project, ensuring the project activities are in line with the ERD overall objectives and feasible to the local context
  • Lead in identifying feasible ERD activities to the local contexts either food security (agricultural, livestock) or income generation activities (vocational, education and skill-building) programs
  • Lead in relevant training arrangements from calls for applicants, sourcing of employers, trainers, training delivery and close monitoring of the activities
  • Lead in conducting the potential existing business owners/ employers or Livelihood opportunities mapping for the communities in project areas
  • Assist in regular ERD reports including progress reports, case studies and donor reports according to set schedules and requested
  • Manage and monitor expenditures and budgets of ERD project activities, ensuring, all spendings are in line with approved spending plans and timelines.
  • Undertake regular field visits and closely monitor of the activities progress, resolve issues (if any) and document lessons learned
  • Regularly consult with the community and clients of ERD program to improve the contextualization, quality and impacts of ERD program
  • Lead in mapping of local partners for ERD programming
  • Lead in sourcing or contracting with resources persons for ERD related education/skill-building training such as vocational, entrepreneurship, agricultural and livestock training and procurement planning for purchasing required toolkits and items

Monitoring, Evaluation, Accountability, and Learning (MEAL)

  • Ensure required reports for programmatic decisions are released in timely manner
  • Work with MEAL focal to make sure appropriate monitoring and control systems are in place
  • Ensure data collections across programming areas are completed in the quality manner and conduct the data validation, ensuring they are done properly in collaboration with MEAL
  • Ensure the planned and achieved targets for all programming areas are reflected in the ERD tracker
  • Review assessment”s reports, narrative and case studies and keeping track of the all the program related documentation released by the MEAL department and share with ERD Yangon team

Coordination & Representation

  • Lead the filed level coordination in project implementation with relevant sectors such as WPE, Projection and WASH for effectively integrating the cross-cutting themes wherever feasible
  • Coordinate with the Safety and Security focal through the implementation of ERD activities as required
  • Coordinate with the relevant technical resources person for capacity building planning for ERD staff, facilitators and community mobilisers
  • Act as IRC’s ERD focal in engaging with potential business owners and technical trainers and partner organizations upholding the professional manner and IRC ways of works
  • Serve as ERD representative in the project area, attending official meetings and events as requested.
  • Establish and maintain trusted relationships with respective community leaders, partner organizations and clients, to ensure smooth and quality implementation
  • Coordinate and consult with ERD team in Yangon for any concerns related to ERD activities implementation and recommendations on context-sensitive implementation strategies
  • Work closely with IRC operations staff to ensure timely and compliant program implementation and expenditures.

Other

  • Liaise closely with Snr ERD Manager and Coordinator to ensure the activities adhere to best practice.
  • Ensure the voices of women, girls and children including clients with disability and marginalize groups are integrated into all activities and discussions and that feedback is used to improve center activities.
  • Ensure that all program activities create a supportive and safe environment for various groups in the community including women, girls and children.
  • Ensure the use of Protection and ERD standardized protocols, guidelines and procedures.
  • Identify and flag challenges and suggested solutions for programming and implementation to the supervisor and/or relevant technical focal point.
  • Assist in the analysis of the program and development of integrated strategies for strengthening ERD activities for continued services, improvement, and expansion of services.

Professional Standards

  • Adhere to the IRC Way Standards for Professional Conduct and the IRC country employment policies.
  • Complete other duties as assigned by the supervisor to enable and develop IRC programs.

Position Reports to: Cash and Basic Needs Coordinator

Closely work with: Snr ERD Manager/ Partnership Team / IRC’s local partners/ field coordinator and other external stakeholders

Position directly supervises: ERD Officers

What should you have

Education

  • Bachelor’s or Master’s degree in Agriculture, International Development, Business Administration, Economics, or a related field.

Experience

  • Minimum 4–5 years of relevant work experience in Development in emergencies, Food security, CVA programming (Cash and Voucher Assistance) or other humanitarian projects.
  • Demonstrated experience in both direct project implementation and working with local partners.
  • Experience in livelihood projects (food security and income generation) is required.
  • Prior experience in Mandalay / Sagaing / Dry Zone contexts is considered a strong asset.

Demonstrated Skills and Competencies:

  • Demonstrated managerial and leadership skills, with proven experience in staff management and team building.
  • Ability to work independently with minimal supervision.
  • Strong attention to detail and ability to promote teamwork.
  • Comfortable working in a multi-cultural environment.
  • Flexible, resilient, and able to handle pressure with professionalism.
  • Proficiency in Microsoft Office applications (Word, Excel, Outlook).

Language

  • Fluency in English and Myanmar, including: Written, Spoken, Comprehension.
