Scope of Work:

The Medical Team Leader (MTL) will lead the IRC’s health response in Al Kufra, managing mobile medical teams and coordinating with local health authorities, humanitarian actors, and community stakeholders. The MTL will ensure high-quality service delivery, compliance with health standards, and alignment with IRC’s strategic goals, including integration into the ACCESS EU project.

Key Responsibilities:

• Lead and supervise Mobile Medical Teams (MMT) operations in Al Kufra.
• Ensure delivery of a standard package of essential health services in line with MoH and WHO guidelines.
• Monitor health indicators and service quality and implement corrective actions as needed.
• Support the integration of Al Kufra into the ACCESS EU project through coordination, data collection, and strategic planning.

• Actively engage with local health authorities, UN agencies, NGOs, and community leaders to ensure coordinated health response.
• Represent IRC in health sector coordination meetings and ACCESS EU planning sessions.

• Develop and update emergency response plans tailored to Al Kufra’s context.
• Lead rapid health assessments and coordinate emergency medical interventions when needed.

• Provide technical supervision and mentorship to medical staff.
• Organize regular training sessions to improve clinical skills and adherence to protocols.
• Promote a culture of accountability, teamwork, and continuous learning.

• Ensure accurate and timely reporting of health activities, challenges, and achievements.
• Maintain compliance with IRC policies and donor requirements.
• Contribute to donor reports, proposals, and strategic planning documents.

• Medical degree (MD or equivalent); Master’s in Public Health or Health Administration preferred.
• Minimum 2 years of experience in health program management, preferably in conflict-affected or remote settings.
• Proven experience leading mobile medical teams or similar outreach health programs.
• Familiarity with health system strengthening approaches and donor-funded projects (e.g., EU-funded initiatives).
• Strong leadership, coordination, and communication skills.
• Proficiency in health data systems (e.g., DHIS2, EHR platforms).
• Fluency in Arabic and English is required.

Working Environment:

This position is based in Al Kufra, with frequent travel to surrounding areas for field supervision. The role requires flexibility, resilience, and the ability to work in challenging environments with limited infrastructure.

The MTL could be requested to travel to project locations, including Tripoli, Sabha and Benghazi for training, workshops and meetings purposes.
