BACKGROUND
The International Union for Conservation of Nature (IUCN) is the world’s largest and most diverse environmental network, bringing together more than 1,400 member organizations, including states, government agencies, and non-governmental organizations, as well as 17,000 voluntary experts in its Commissions.
The IUCN Regional Office for Eastern Europe and Central Asia (ECARO) is responsible for promoting and implementing IUCN’s Programme in Eastern Europe, North and Central Asia. With a long-term goal of conserving biodiversity and promoting the sustainable use of natural resources, IUCN has developed a strong partnership network and an expanding project portfolio in Central Asia.
To enhance its regional presence and operational efficiency, IUCN is establishing a country office in Tashkent, Uzbekistan, which will coordinate IUCN activities across the five Central Asian countries. The office will:
1. Represent IUCN with national authorities in Uzbekistan and key partners in Central Asia;
2. Develop and implement a portfolio of projects aligned with regional priorities;
3. Strengthen engagement with IUCN Members and partners in Central Asia.
In this context, IUCN ECARO is seeking a Finance Officer for Central Asia to manage financial operations for the Tashkent Office and ensure compliance with IUCN policies, financial regulations, donor requirements, and the financial and tax regulations of Uzbekistan. The Finance Officer will be responsible for ensuring that all financial transactions comply with Uzbekistan’s national accounting standards, tax laws, labour regulations, and reporting requirements, as well as IUCN’s global financial management policies.
JOB DESCRIPTION
MAJOR RESPONSIBILITIES

The Central Asia Finance Officer will be responsible for the financial management and accounting of the IUCN Central Asia Office in Tashkent, ensuring the effective and efficient use of financial resources in compliance with IUCN financial policies and procedures. The position will also support project financial management and provide guidance to programme and project teams on financial matters.
The Finance Officer will report to the Regional Finance Officer (Belgrade) and work closely with the Central Asia Regional Coordinator and programme staff.

SPECIFIC DUTIES AND RESPONSIBILITIES

1. Financial Management, Accounting and Reporting

• Oversee financial operations of the IUCN Central Asia Office, ensuring full compliance with IUCN’s financial policies and procedures, donor regulations, and national legal requirements;
• Manage and maintain the office’s financial records, ensuring accuracy, completeness, and proper documentation;
• Ensure timely processing of financial transactions, including payments, expense reports, invoices and bank reconciliations;
• Prepare monthly financial reports, including budget performance and variance analyses. Analyse and interpret the office’s financial performance and recommend courses of action when necessary;
• Perform balance sheet reconciliations on a monthly, quarterly and annual basis, ensuring that all balance sheet accounts are properly reviewed and reconciled in accordance with IUCN accounting policies and procedures;
• Prepare debit/credit notes to IUCN ECARO and other offices/regions. Coordinate with relevant offices on any issues related to debit/credit notes;
• Ensure that the systems and procedures are in place to enable accurate preparation and disbursement of the payroll in compliance with statutory requirements. Sign off on the monthly payroll by reviewing and checking the accuracy of amounts to be paid to staff;
• Ensure accurate and timely financial reporting to IUCN ECARO, donors, and auditors.

2. Budgeting, Forecasting, and Cash Management

• Assist in the preparation of the annual office budget and periodic financial forecasts;
• Ensure that office expenditures are in line with approved budgets and financial planning;
• Monitor cash flow and prepare cash requests to maintain adequate funds for office operations;
• Cash and bank balances are reconciled with the records maintained in accordance with IUCN accounting policies;
• Provide financial insights and recommendations to the Central Asia Regional Coordinator and IUCN ECARO leadership.

3. Project Financial Management

• Support project teams in budgeting, expenditure monitoring, and financial reporting in compliance with donor regulations;
• Ensure that project expenses are properly classified and recorded in line with IUCN’s accounting policies and donor requirements;
• Liaise with project managers to track project financial performance and ensure timely expenditure reporting;
• Assist implementing partner organizations in financial management to ensure compliance with donor funding requirements. Review, approve and process in the accounting system financial reports received from Implementing partners;
• Work closely with the programme staff in IUCN Central Asia office to ensure financial and administrative alignment in project implementation.

4. Procurement and Contract Management

• Ensure that all procurements and financial transactions comply with IUCN and donor requirements;
• Review and process purchase orders and contracts (consultancy, service agreements, internal agreements, implementing agreements, etc.) ensuring financial oversight;
• Support vendor payments, ensuring adherence to financial policies.

5. Audit, Compliance, and Risk Management

• Ensure that all financial records are audit-ready, maintaining appropriate documentation for all transactions;
• Assist in the preparation and coordination of internal and external audits, providing required documentation and explanations;
• Ensure full compliance with IUCN financial policies, local tax regulations, and donor financial requirements;
• Identify financial risks and provide recommendations to mitigate them.

6. Internal Control Environment

• Continuously review all transactions to ensure compliance with Internal Control System and thereby ensure the provision of accurate and timely financial information, protection of assets and adherence to policies, system and procedures and the smooth and orderly implementation of the plans and activities.

7. Administrative and Operational Support

• Support the establishment and financial management of the IUCN Central Asia Office in coordination with IUCN ECARO;
• Liaise with local authorities, banks, and service providers on financial and administrative matters;
• Maintain and update the office’s financial and administrative policies, ensuring consistency with IUCN regional and global standards;
• Provide guidance and capacity-building to IUCN staff in Central Asia on financial procedures and best practices.

8. Other duties

• Carry out any other relevant tasks on request and in agreement with the line manager.

SALARY
The gross annual salary for this position is in the range from 29.731 EUR to 34.996 EUR subject to deductions for social security contributions and health insurance, and before tax.

REQUIREMENTS
• Bachelor’s degree in finance, accounting, business administration, or a related field. A Master’s degree or professional certifications (e.g., CPA, ACCA) are an advantage;

• At least 3-5 years of experience in financial management, accounting, or project financial administration;

• Experience working in international organizations, NGOs, or donor-funded projects is highly desirable;

• Familiarity with IUCN financial systems (NAV) or other ERP systems is an advantage.

• Strong financial management and analytical skills, with attention to detail and accuracy;

• Excellent knowledge of financial regulations, generally accepted accounting principles, and donor financial compliance;

• Ability to manage multiple tasks and deadlines in a fast-paced environment;

• Excellent technical competence in using computer and MS Office applications (mainly MS Excel and MS Word);

• Fluency in English is required; knowledge of Russian and/or Uzbek is an asset;

• Strong communication and interpersonal skills, with the ability to work collaboratively in a multicultural setting.
