Scope of Work:

1. Support the conduct of a study to support evidence generation to 1) establish the burden and epidemiology of NCDs in children (building on Landscape Analysis on Child Overweight and Obesity) and 2) assess the readiness of health system for prevention of risk factors such as overweight and obesity and the management of NCDs at PHC level.
 
2. Support the analysis on availability, utilization, and potential use of the various information systems on NCDs in children.
3. Support the development/review of service quality standards in the context of primary health care (PHC) to include relevant services for the prevention and treatment of NCDs in children.
 
4. Support to DOH for inclusion of NCDs as part of the costing exercise for primary health care interventions that will impact the planning and budgeting at the sub-national level.
 
5. Support DOH in developing and implementing strategies for Early Life Prevention of NCD Risk Factors.
6. Support policy dialogues, reviews, and key developments for strengthened policies on primary health care and health systems, to include prevention and care and support for children and adolescents with NCDs.
 
7. Support for national public-private partnership platform for access to NCDs services, drugs, commodities, and products.
8. Support the updating of existing community engagement and demand generation policies and tools to include lens for NCDs in children.
 

Tasks:

· Support the conduct of a study to support evidence generation to 1) establish burden and epidemiology of NCDs in children (building on Landscape Analysis on Child Overweight and Obesity) and 2) assess readiness of health system for prevention of risk factors such as overweight and obesity and the management of NCDs at PHC level.
 
· Support the analysis on availability, utilization, and potential use of information systems on NCDs in children.

· Support the development of service quality standards on NCDs and risk factors for children for PHC service delivery platform to support integration of NCD services.
 
· Support to DOH for inclusion of NCDs as part of costing for primary health care interventions.
· Support DOH in developing and implementing strategies for Early Life Prevention of NCD Risk Factors.
· Support policy dialogues, reviews, and key developments for strengthened policies on primary health care and health systems, to include prevention and care and support for children and adolescents with NCDs.
 
· Support for national public-private partnership platform for access to NCDs services, drugs, commodities, and products.
· Support the updating of existing community engagement and demand generation policies and tools to include lens for NCDs in children.
· Provide additional support as deemed necessary by health team of UNICEF.

Deliverables/Outputs:

· Inception Report.
· Literature review of NCDs in children.
· Activity Report on evidence generation for NCDs in children.
· Technical analytic report on the health information system in terms of inclusion of NCDs, recommendations to be submitted to DOH on change/adjustments to be made in the FHSIS in the long run.
 
· Draft service quality standards for NCD and risk factors.
· Initial costing document for NCDs as part of primary health care interventions.
· Recommendations for inclusion in the implementation strategies for early life prevention of NCD risk factors.
· Draft recommendations for inclusion in the existing community engagement and demand generation policies and tools.
· Data and inputs to the UNICEF report to Eli Lilly project.
· Recommendations for DOH and other partners on the public-private partnerships for NCDs.
· Inputs to the HLI framework package to include.
· Inventory and information package for all the deliverables, development, and submission of the timelines for various activities that will follow this consultancy in regard to NCD integration and mainstreaming in various social services and streams.
 
· Final Report of the consultancy outlining all the key deliverables, links to the deliverables, key documents inventory.

To qualify as an advocate for every child you will have…

Education:

  • University degree in one or more of the disciplines: medicine, allied medical, public health, social sciences.

Knowledge/Expertise/Skills required:

Work Experience:

  • At least 3 years experience in public health programming preferably in the area of non-communicable diseases.
  •  
    Experience working on national and local government advocacy and coordination.
  •  
    With adequate knowledge and skills in systems strengthening, evidence generation, public-private partnerships, social behaviour change communication.
  • Good leadership and program management skills.
  • Experience in providing technical assistance at different levels of the health system.
  • Previous experience working with UNICEF and national government/LGUs with a sound interpretation and judgment to present the programs and policies in a way that enhances UNICEF’s image is an advantage
  • Fluency in English, both in oral and written communication, and knowledge of the relevant local language is an asset.
