Org. Setting and Reporting
The United Nations Global Service Centre (UNGSprovides critical Supply Chain, Geospatial, Information and Telecommunications Technologies services and Training to all Secretariat Entities, Peacekeeping and Special Political missions, Agencies, Funds and Programmes of the UN system worldwide. This position is located in the Office of the Director (Ooof the United Nations Global Service Centre in Brindisi, Italy. The Management & Programme Analyst will report to the Senior Administrative Officer, and will lead programmes in partnerships and compliance for the Director of the UNGSC.
Responsibilities
Within the limits of delegated authority, the Management and Programme Analyst will be responsible for the following duties: Strategic Partnerships and Programme Evaluation: undertakes all actions required to plan, direct, organise, conduct and report on partnerships, proposal development; risk analysis and compliance with the accountability framework by: • Conducting analysis of UNGSC’s performance against partnership standards, implementation of recommendations and Service Level Agreements, communicating findings and recommendations based on data, research, analytical insights, lessons learnt and After Action Reviews to inform decisionmaking by senior management. • Providing technical evaluation support to Service Chiefs to ensure responses to Board of Audit/OIOS queries and, monitoring the efficient and effective implementation of recommendations made by the Board of Auditors, the OIOS and the legislative bodies. • Conducting risk assessments; making recommendations to mitigate the GSC’s risk exposure, monitoring and reporting on the implementation of the organization’s risk management and enterprise resilience program. • Conducting strategic analysis to identify strategic value gaps and the resources required to fill them. • Providing assistance in drafting of agreements, budgets, or contributions for grants or other activities as appropriate, in close consultation with the UNGSC Legal Office. • Evaluating process improvement initiatives. Programme Management: • Preparing and implementing the work and action plans of the office of the Director for partnerships, risk, enterprise resilience and extrabudget management. • Advising on policy development based on evaluation findings concerning program relevance, effectiveness, efficiency; service delivery standards and, impact. • Partnering with internal clients and senior management to design and implement improvements in partnerships, assisting them with data and their analytical needs; solving service delivery challenges. • Participating in meetings related to identification of strategic value gaps that need to be addressed to facilitate achievement of the mandate and, through partnerships; recommending corrective actions and ensuring alignment of resources with strategic value gaps during the partnering process. • Liaising with other departments to integrate new partnership opportunities and other developments as they are introduced to the Organization. • Monitoring extrabudgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures. • Assisting with daytoday administration of contracts and partnership agreements and relations in close collaboration with the UNGSC Liaison and Protocol Unit. Report writing: • Preparing inputs and overseeing UNGSC’s submissions in response to audit, risk and compliance and partnerships issues/recommendations. • Preparing analytical reports and presentations on strategic issues, including data analysis, identifying issues, forming hypotheses and synthesizing conclusions into recommendations and presentations. • Drafting final reports, background papers, talking points, analyses, guidelines, conference room papers and other documents, as needed. • Collecting and analyzing data to identify trends or patterns and provides insights through graphs, charts, tables and reports using data visualization methods to enable datadriven planning, decisionmaking, presentation and reporting. Partnership management: Planning and conducting webbased surveys, designing questionnaires; reviewing, analyzing and interpreting survey responses; identifying problems, issues and preparing conclusions; Establishing and maintaining effective relationships with clients and partners in the Secretariat/ missions; Supervising the GSC’s partnership outreach and communication programs and, carrying out any other duties that may be assigned.

Education
Advanced university degree (Master’s degree or equivalenin social sciences, accounting/finance, business or public administration, programme management or in a related field is required. A firstlevel university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.
JobSpecific Qualification
Successful completion of both degree and nondegree programs in data analytics, business analytics or data science programs is desirable.
Work Experience
At least seven years of experience in both the conduct and management of programme is required. Of the above seven years, at least three years at the international level is required. Experience in leading and managing teams, survey methodology, data analysis, strategic planning, facilitation, resultsbased management, change management, KPs, the use of various research methodologies and sources of information, including electronic sources on the internet, intranet and other databases is required. Experience in establishing strategic partnerships is required. Experience in business process improvement, ERP, business intelligence systems and managing multiple projects, is desirable. Experience working in support of a field operation (inclusive of peacekeeping operations, special political missions, agencies, funds and programme, or other similar international organizations is desirable. Experience in data analytics or related area is desirable. Experience writing proposals is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and writteis required.
